Project is important
The project "Upgrading and expanding the storm shelter area combined with Tinh Hoa fishing port" (Tinh Hoa commune, Quang Ngai city, Quang Ngai province) has a total investment of 460 billion VND, of which the central budget is 400 billion VND and the provincial budget is 60 billion VND.
The project is deployed on an area of about 42 hectares, with implementation time from 2023 to 2026. After completion, it will ensure that over 1,000 fishing vessels with a capacity of up to 800 CV can anchor, meeting the criteria of a type I fishing port according to regulations.
Quang Ngai is one of the localities with the highest number of fishing vessels in the country, with more than 4,200 vessels with a length of 6m or more, but the province's anchorage ports and fishing ports can only meet the anchorage needs of about 1/3 of the vessels.
Therefore, the project "Upgrading and expanding the storm shelter anchorage area combined with Tinh Hoa fishing port" is of great significance with the goal of forming a fisheries logistics service center and a regional storm shelter anchorage area.
In addition, improving the capacity of fishing ports, improving infrastructure and services at ports, meeting the needs of fishing logistics, creating momentum for the development of the local marine economy , contributing to controlling fishing vessels in the work of preventing and combating IUU fishing.
The project was highly appreciated by the Ministry of Agriculture and Rural Development (MARD) and was allocated capital from the Central Government for investment and implementation.
However, the project is currently behind schedule because the site clearance has not been completed. Instead of starting construction in the first quarter of 2024, the project is still struggling to resolve the obstacles in the third quarter of 2024.
The report of the investor, the Department of Agriculture and Rural Development of Quang Ngai province, shows that in the first compensation and support plan, 13 households have not agreed to receive compensation.
Tinh Hoa Commune People's Committee coordinated with the investor and the City's Land Fund Development and Investment Project Management Board to mobilize many times, but these households still did not agree.
Regarding the compensation and support plan for the second phase and the remaining phases, the locality has not yet completed some tasks under its responsibility such as: not agreeing on how to determine the natural elevation of aquaculture ponds. The People's Committee of Quang Ngai City has not yet issued specific land prices to calculate compensation and support.
Worryingly, according to the 2024 capital plan, the project is allocated VND90.1 billion (of which the Central Government allocates VND58 billion) and must disburse all of this money within the year. However, due to land acquisition problems, construction has not yet begun, so the Ministry of Agriculture and Rural Development has adjusted the central budget capital source to reduce VND12 billion.
If the capital disbursement progress does not show positive changes, this project faces the risk of being considered by the Ministry of Agriculture and Rural Development not to allocate capital plan for 2025.
Urgent site clearance
To speed up the project implementation progress, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien requested the investor to proactively coordinate with Quang Ngai City People's Committee to urgently complete related procedures, promptly complete compensation and site clearance work to implement construction, and complete the disbursement of the 2024 capital plan allocated for the project according to regulations, especially for central capital sources.
The Department of Agriculture and Rural Development reviews and urgently develops a specific and detailed construction plan suitable to the actual situation, completes the project according to the schedule approved by the Ministry of Agriculture and Rural Development, and ensures 100% disbursement of the 2024 capital plan before December 31, 2024.
Preside over and coordinate with the People's Committee of Quang Ngai City and relevant agencies and units to urgently complete the determination of current elevation before digging and filling aquaculture ponds; to be completed no later than July 31, 2024.
In particular, pay attention to determining the current status, implementing on the basis of inheriting previous methods and practices that have created consensus and unity among the people and local authorities.
Consult with local authorities who understand the current situation before digging and building aquaculture ponds. Publicly post the current elevation map to serve the work of developing compensation and site clearance plans so that everyone knows and serves as a basis for approving the project's compensation and site clearance plans according to regulations.
