Long Thanh International Airport project officially applies special mechanism in mineral exploitation

In this resolution, the Government allows mineral mines for common construction materials that have been granted mining licenses, and are still in the exploitation period as a source of common construction materials for the Long Thanh International Airport Project, to continue to apply the special mechanism according to Resolution No. 60/NQ-CP dated June 16, 2021 of the Government on the application of special mechanisms in licensing the exploitation of minerals for common construction materials to supply to the Investment Project for the construction of a number of expressway sections on the North-South Eastern route, phase 2017-2020 (already started and about to start), amended and supplemented in Resolution No. 133/NQ-CP dated October 19, 2021 of the Government.

For stone quarries for common construction materials in Dong Nai that are in accordance with land use planning for mineral activities, have completed agreements on land use rights transfer (compensation for site clearance) with households that have land but have not completed land lease procedures for mineral exploitation purposes, they can continue to operate to provide construction materials for important national projects, key projects in the transport sector. The volume of stone mined during the period of incomplete land lease procedures can only be provided for important national projects, key projects in the transport sector.

In case a mineral exploitation project is suspended according to the inspection conclusion of a competent authority, the opinion of the agency issuing the inspection conclusion shall be followed.

The Government assigns the Provincial People's Committee to be responsible for directing the increase of maximum capacity by 50% of the capacity stated in the mining license, the entire mining output is only provided for the Long Thanh International Airport Project. Direct contractors, organizations and individuals granted mineral mining licenses to take measures to ensure safety and protect the environment during the mining and capacity increase process. Complete the capacity increase after providing enough materials for the Long Thanh International Airport Project.

This Resolution comes into force immediately upon its issuance.
