Investment project to build National Highway 12A, bypassing Ba Don town: Final handover of remaining land

The representative of the Traffic Construction Investment Project Management Board (under the Department of Construction) said: In Quang Trach district, there is still a problem with the scope of the first intersection in Thanh Luong village, Quang Xuan commune with a length of 100m related to 21 households; of which, 10 cases had their residential land recovered and 11 cases had land in the traffic safety corridor of National Highway 1.

Specifically: For 10 households whose residential land was recovered, after 2 draws, 8/10 households have drawn lots to choose the location of the resettlement land plot, the remaining 2 households are petitioning to allocate more land to households whose houses are located on the recovered land plot. For the area of ​​land in the traffic safety corridor of National Highway 1, the People's Committee of Quang Xuan commune has confirmed the origin, time of land use, the area of ​​land in the traffic corridor has the same origin and time of use as the land plots that households are using.

The problem of land clearance at the intersection at Thanh Luong village, Quang Xuan commune (Quang Trach) is being urgently resolved by the units.

In Ba Don Town, Nguyen Trai Km1+643 intersection in Quang Long Ward, there is still a household of Mr. Tran Dinh Dan that has not approved the specific land valuation to make a compensation plan. The reason is due to changes in the policy of the 2013 Land Law and the 2024 Land Law on supporting garden land adjacent to residential land, with the current land valuation being 1,450,000 VND/m2 (compared to the previous 5,500,000 VND/ ^m2 ), so the household does not agree because the new policy of compensation and support value is lower.

Component project 1: Investment in the construction of National Highway 12A, bypassing Ba Don town, is a key project in the province using the central budget. Currently, the site clearance work has completed 5.52/5.76km (reaching 96%), only 0.24km of land clearance is still stuck, but the progress is too slow, with almost no change in the past 6 months. This delay has a very high risk of affecting the progress, goals and causing waste, the reputation of the province in the commitment to the Ministry of Construction when preparing to invest in the project.

Implementing the direction of the Ministry of Construction in Official Dispatch No. 2551/BXD-KTQLXD, dated April 24, 2025 on the proposal to remove difficulties and obstacles to complete the site clearance work of the project in May 2025; to thoroughly resolve difficulties and obstacles in site clearance work, ensuring the completion of the project on schedule as committed, the Provincial People's Committee requests: The People's Committee of Quang Trach district directs relevant departments and units to resolutely and urgently carry out procedures on land valuation, organize land lotteries for resettlement; apply prices, publicize, approve plans for 10 households whose residential land is recovered and 11 households with land in traffic safety corridors, resolve other remaining obstacles to hand over the site to the investor before May 31, 2025.

The People's Committee of Ba Don Town directed relevant departments and units to mobilize people to agree on a compensation plan as a basis for approval and payment, promptly complete site clearance work and hand over the entire project site to the investor to complete in May 2025.

The Provincial People's Committee also requested the Provincial Police to direct the Quang Xuan Commune Police, the Quang Phong and Quang Long Ward Police and the departments and professional units to grasp the security and order situation in the area and in the construction area; actively coordinate and participate in propaganda and mobilization work for households to comply with the State's policies on site clearance; direct and arrange forces to support localities in enforcing and protecting construction. Quang Trach District and Ba Don Town proactively develop plans for enforcing and protecting construction, coordinate with the Provincial Police to arrange support forces to ensure that there are no more problems at the site in May 2025.

Quang Trach District People's Committee said that, implementing the direction of the Provincial People's Committee, the District Steering Committee for Land Acquisition and Site Clearance led by the District Party Committee Secretary inspected the project site and issued a conclusion notice, requiring relevant departments and units under the District People's Committee to urgently carry out procedures to complete the handover of the site in May 2025.

The Provincial People's Committee requests the Chairman of the People's Committee of Quang Trach District and Ba Don Town, the heads of relevant organizations and individuals to promote their roles and responsibilities, focus on directing the completion of site clearance work and hand over the entire site to the investor in May 2025. If not completed, the Chairman of the People's Committee of Quang Trach District and Ba Don Town must take full responsibility before the Provincial Party Committee and the Provincial People's Committee.

Regarding the problem at a household at Nguyen Trai intersection in Quang Long ward, Ba Don Town People's Committee said that they are mobilizing people to agree on a compensation plan for approval, payment and are determined to hand over the entire remaining land in May 2025.

According to the representative of the Traffic Construction Investment Project Management Board, of the 22 households whose land is located within the traffic safety corridor (21 households in Quang Trach and 1 household in Ba Don town), 10 households whose residential land is being recovered are currently in the process of publicizing the plan. The households have basically agreed after the 3rd resettlement land draw. Therefore, it will basically go smoothly. The unit has also established a coordination team to support the resolution of problems at the project; assigning people to be present at the site regularly to continue coordinating with the Land Fund Development Center (the land acquisition and clearance consulting unit), the People's Committees of the communes, and specialized departments of Quang Trach district and Ba Don town to resolve the remaining problems.
