In Official Dispatch No. 9429/UBND-NN, Nghe An Provincial People's Committee assigned the Department of Agriculture and Rural Development to preside over and coordinate with relevant Departments, branches and agencies based on the requirements in Official Dispatch No. 8060/TB-BNN-VP dated October 25, 2024 on the announcement of the conclusion of Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep - Head of the Steering Committee at the meeting of the Steering Committee for the implementation of the project "Ban Mong Reservoir Phase 1, Nghe An Province" held on October 23, 2024 to organize the implementation; advise the Provincial People's Committee to ensure timely and correct implementation.

Document No. 8060/TB-BNN-VP   said: The Steering Committee meeting agreed not to change the completion time of the project phases, ensuring the timelines concluded by the National Assembly Standing Committee, the opinion of Deputy Prime Minister Tran Luu Quang, the Prime Minister's Decision approving the adjustment of the investment policy and the Decision on adjusting the project No. 532/QD/BNN-XD of the Ministry of Agriculture and Rural Development. Specifically: Complete phase 1 of the project before December 31, 2025; complete all site clearance work of the project before July 31, 2025; proceed to block the flow of the main works starting from November 1, 2024.

To ensure the progress of completing the above milestones, the Ministry of Agriculture and Rural Development requests Nghe An province to strictly implement the conclusions and directions of the National Assembly Standing Committee, the Prime Minister, and the Conclusion of the Chairman of the Provincial People's Committee; take full responsibility for the implementation of compensation and site clearance. The Provincial People's Committee has sent a document to the Ministry of Agriculture and Rural Development on ensuring the safety of the reservoir area to complete the procedures for blocking the flow of the headworks on November 1, 2024.

Along with that, Nghe An province must also issue a Decision to adjust the component project of the Compensation, Support and Resettlement Component before October 31, 2024. For the Chau Binh Drainage Canal item, if this adjustment has not been approved, the basic design adjustment must be completed no later than November 20, 2024 to promptly implement the next step, ensuring drainage conditions and safety for the Chau Binh area in the 2025 flood season.

The Ministry of Agriculture and Rural Development requests the Department of Agriculture and Rural Development of Nghe An and the districts to focus on accelerating the implementation progress. Review the progress, clearly evaluate the implementation in the past compared to the established plan, identify the causes, reasons for the delay and solutions to overcome it; make plans, implementation progress and disbursement for the remaining months of 2024 and 2025, ensuring the project is completed before December 31, 2025.

The Ministry of Agriculture and Rural Development also requested the Provincial People's Committee to supplement the missing irrigation land index to implement the Ban Mong Reservoir Project Phase 2 no later than December 31, 2024.
