The conclusion stated that the National Assembly Standing Committee highly appreciated the Standing Committee of the Law and Justice Committee and relevant agencies and organizations for proactively, actively and promptly building and preparing documents related to amending and supplementing a number of articles of the Constitution.
The National Assembly Standing Committee approved the contents of the dossiers proposing to amend and supplement a number of articles of the Constitution and proposed to establish a Committee to draft amendments and supplements to a number of articles of the Constitution.
The Standing Committee of the National Assembly assigned the Standing Committee of the Law and Justice Committee to carry out procedures to request agencies to send representatives to participate as members of the Committee to draft amendments and supplements to a number of articles of the Constitution.

The National Assembly Standing Committee recommends that the Government and relevant ministries and branches, in the process of researching and proposing plans to amend and supplement a number of articles of the Constitution and laws and resolutions related to the arrangement and streamlining of the political system's apparatus, combine proposing solutions to institutionalize regulations on a number of positions.
Specifically: When merging or consolidating provincial-level administrative units or establishing new commune-level administrative units, the positions of Chairman and Vice Chairman of the People's Council and People's Committee; Head and Deputy Head of the National Assembly Delegation; Heads of People's Council Committees and members of the People's Committee shall not be elected according to regulations.
Instead, the Standing Committee of the National Assembly, the Prime Minister, and the Standing Committees of the People's Councils at the provincial and communal levels will be assigned to designate and appoint personnel to take on the above-mentioned related positions based on the announcement of the competent Party Committee in charge of personnel management.
In special cases, it is allowed to appoint personnel who are not People's Council delegates to hold leadership positions of newly established provincial and commune-level People's Councils in Conclusion No. 150 of the Politburo guiding the development of personnel plans for provincial-level Party committees subject to consolidation, merger and newly established commune-level Party committees.
The National Assembly Standing Committee assigned the Standing Committee of the Law and Justice Committee to receive and complete documents to report to the Drafting Committee to amend and supplement a number of articles of the 2013 Constitution as soon as it is established to promptly consider and decide on contents within its authority.
The National Assembly Standing Committee unanimously determined that from April 15, the above-mentioned records and documents are public documents to ensure favorable conditions for consideration and discussion at the 9th Session and to collect public opinions on amending and supplementing the Constitution.
