Package XL-NG51 is a package of the Ben Luc - Long Thanh Expressway Project, which is being implemented with the construction of road items, intersections connecting National Highway 51 and intersections connecting to Bien Hoa - Vung Tau Expressway. This is a package that arose later and was launched last compared to other packages of the Ben Luc - Long Thanh Expressway Project. The package is being implemented to invest in construction to connect the Ben Luc - Long Thanh Expressway with the Bien Hoa - Vung Tau Expressway in Dong Nai province.

The Ben Luc - Long Thanh Expressway has a length of nearly 58km, passing through Tay Ninh province (2.7km), Ho Chi Minh City (26.4km) and Dong Nai province (28.7km). Currently, the project has completed construction and put into operation a nearly 30km section including: nearly 22km from the intersection with Ho Chi Minh City - Trung Luong Expressway to Nguyen Van Tao intersection and 7.5km from Phuoc An intersection to National Highway 51 intersection.

Currently, contractors are rushing to complete the remaining packages of the project. Of which, package J1 of Binh Khanh bridge has reached more than 94% of output and is expected to be completed by the end of August 2025.

Meanwhile, the J3-1 package (construction of the remaining part of the J3 package) to build Phuoc Khanh Bridge and the approach roads at both ends of the new bridge was restarted at the end of April 2025. This package is expected to be completed in July 2026. Phuoc Khanh Bridge on the Ben Luc - Long Thanh Expressway crosses the Long Tau River, connecting Ho Chi Minh City with Dong Nai.

The construction packages for the road section and small bridges across the creeks on the eastern section through Dong Nai province, A6-2, have also achieved 97% of the output; package A6-5 has achieved more than 98%. These two packages are expected to be completed by the end of August 2025.

The Ben Luc - Long Thanh Expressway is an important connecting traffic route of the Southeast region. This is also one of the three main traffic axes along with the Bien Hoa - Vung Tau Expressway and Ho Chi Minh City - Long Thanh - Dau Giay Expressway, serving traffic connections for Long Thanh International Airport. As expected, the project will be completed and put into operation synchronously in 2026.
