Expected changes in high school graduation exam in 2024

Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that as planned, the circular amending and supplementing the regulations for the 2024 high school graduation exam will be issued 2 months earlier than last year, creating favorable conditions for localities and schools in preparation. After issuing the circular, the Ministry of Education and Training will issue a document guiding the organization of the 2024 high school graduation exam, including a specific and detailed exam schedule.

D EXAM EXPECTED IN LAST WEEK OF JUNE

Previously, at conferences on examination work, the Department of Education and Training of many localities directly proposed to the Ministry of Education and Training to keep the 2024 high school graduation exam time in the last week of June as in 2023, which will be convenient for localities to arrange the time to organize the entrance exam for grade 10, admission at the beginning of the level... This opinion was agreed and acknowledged by the leaders of the Ministry of Education and Training.

The Ministry of Education and Training is asking for opinions on bringing back the regulation "prohibiting bringing into the exam room" certain items.

Regarding the direction and tasks of the 2024 exam, the Director of the Department of Quality Management said: this year's exam will be kept stable as in the 2020-2023 period in terms of organization, the high school graduation exam model will remain stable in 2024. However, the 2024 exam will also have some technical adjustments to prepare for the exam organization from 2025.

B ADDITIONAL REGULATIONS ON PROHIBITED ITEMS INTO THE EXAM ROOM

The draft circular amending and supplementing the regulations on high school graduation exams applicable to the 2024 exam will stipulate the responsibilities of exam registration units in reviewing data on the resident database. According to the Ministry of Education and Training, in 2023, it was required that exam registration units review the priority regime of candidates on the national resident management database. However, this content was left in the exam organization instructions, now included in the regulations to increase the effectiveness of state management and general consistency.

Regarding the regulations on items that are allowed and not allowed to be brought into the examination room, the draft regulations that the Ministry of Education and Training is seeking comments on include the content of the regulation "prohibited from bringing into the examination room", including specific items: carbon paper, erasers, alcoholic beverages; weapons and explosives, flammable substances; documents, communication devices or information storage devices that can be used to cheat during the exam and the grading process. According to the Department of Quality Management (Ministry of Education and Training), this regulation aims to overcome the problem of items that candidates are allowed to bring into the examination room related to high-tech equipment that is prohibited from being brought into the examination room in 2023.

Also related to the regulations in the examination room, the Ministry of Education and Training added the requirement: "Before taking the exam, you must fully write down the registration number and information of the candidate on the exam paper, exam paper, multiple choice answer sheet, and scratch paper"...

TILL WHEN IS THE EXAM "TOP SECRET"?

Apart from some technical changes, including more specific instructions in the regulations, the 2024 exam plan remains stable as in 2023.

The draft amendments and supplements to the high school graduation exam regulations still maintain the regulation: "Exam questions and answers that have not been made public are classified as "top secret" state secrets. Unused reserve exam questions will be automatically declassified after the end of the exam supervision work". However, there is an additional period for protecting top secret levels. Specifically, according to the draft: "The period for protecting "top secret" state secrets for exam questions of exams/subjects only ends when the test time for multiple-choice exams/subjects ends and two-thirds (2/3) of the test time for essay exams ends".

5 EXAM

The draft regulations clearly state the number of exam subjects, instead of just including them in the guidance document as before. Accordingly, the 2024 exam will continue to organize 5 exams including: 3 independent exams of math, literature, foreign language; 1 combined natural science exam including the subjects of physics, chemistry, biology; 1 combined social science exam including the subjects of history, geography, civic education (for candidates studying the general education program at high school level) or the subjects of history, geography (for candidates studying the continuing education program at high school level).

For the combined exam, candidates can only register for one combined exam or component subjects in the same combined exam (for independent candidates). Candidates can register for a foreign language other than the foreign language they are studying at high school; Candidates who are continuing education students can register for a foreign language exam to get the results for university and college admission.

This year's high school graduation exam is expected to take place at the end of June.

B ADDITIONAL CERTIFICATE OF EXEMPTION FROM THE FOREIGN LANGUAGE GRADUATION EXAM

The draft circular amending and supplementing the regulations on high school graduation exams (applicable for 2024) has added regulations on foreign language certificates used for exam exemption, instead of leaving it in the exam organization instructions document as before.

The Ministry of Education and Training believes that adding foreign language certificates used for exemption from the high school graduation exam is necessary to ensure fairness for foreign language certificates of equivalent level, to ensure rights and expand legitimate opportunities for learners.

In addition, the draft also adds certificates of eligibility for exemption from the high school graduation exam for foreign languages. Specifically, for English, in 2023, the only recognized certificates include: TOEFL ITP (minimum requirement of 450 points), TOEFL iBT (minimum requirement of 45 points) and IELTS (minimum requirement of 4.0 points).

In 2024, in addition to the above certificates, English will also be supplemented with: B1 Preliminary/B1 Business Preliminary/B1 Linguaskill; TOEIC; Aptis ESOL B1; PEARSON PTE B1; foreign language certificates according to the 6-level foreign language proficiency framework for Vietnam, level 3. In particular, with the TOEIC certificate, candidates need to achieve listening skills from 275 - 399 points, reading skills from 275 - 384, speaking skills from 120 - 159, writing skills from 120 - 149 points.

This year's exam is expected to maintain the same regulations: "Candidates exempted from the foreign language exam will be given 10 points for this exam to be considered for high school graduation recognition. Candidates who do not register to use the right to be exempted from the foreign language exam must take the exam and be considered for high school graduation recognition like candidates who are not exempted from the exam."

Technical adjustments to suit reality

Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, pointed out a number of limitations in organizing the 2023 exam, such as violations in exam supervision; slow and late consultation and inspection work in some localities; slow and late registration of independent candidates; some documents have been gradually improved over many years but still need to be improved to do better; exam questions still need to be reviewed and controlled more closely...

Therefore, with the spirit of maintaining the stability of the 2024 exam as in the 2020-2023 period, Mr. Pham Ngoc Thuong said that the Ministry of Education and Training has reviewed and considered to make technical adjustments suitable to reality, overcoming the difficulties and limitations of the exams in previous years.
