Specifically, BTV Quang Minh was fined 37.5 million VND for two violations in advertising. First, the act of advertising food and food additives that is not in accordance with one of the documents as prescribed. This is stipulated in Point a, Clause 2, Article 52 of Decree 38 on administrative sanctions in the field of culture and advertising. Second, the advertisement uses the name of the unit specified in Point a, Clause 4, Article 52 of Decree 38.
Van Hugo was fined 70 million VND for violating Clause 5, Article 34 of Decree 38 on administrative sanctions in the field of culture and advertising. This is a fine for advertising incorrectly or causing confusion about the business capacity, the ability to provide products, goods, and services of organizations and individuals trading in products, goods, and services; about quantity, quality, price, uses, etc.
Ms. Huyen said that during the process of verifying documents related to the product content that BTV Quang Minh and Van Hugo announced, she found that the advertising content of these KOLs and the brand documents did not match. "There are announcements that do not match. For example, Ms. Van Hugo said that if you drink H. milk consistently for 3-6 months, you can grow 3-5cm taller. There is no document proving that the product has the effect of growing taller after 3-6 months of drinking," Ms. Huyen said.
According to Ms. Huyen: "That is a common violation, advertising too much, causing confusion about product quality. Celebrities and everyone when receiving advertising contracts must carefully check the relevant licenses, check the content they want to advertise and whether the advertising script goes beyond the uses, features and ingredients of that product."
Public outrage with BTV Quang Minh and Van Hugo
Previously, BTV Quang Minh and Van Hugo made the public angry when they discovered that the H. milk brand (which they advertised) was fined for false advertising.

"I understand that when my personal image is associated with a health-related product, the level of expectation and demand from the public is very high. If that appearance has unintentionally caused misunderstanding or made someone feel misled, I will take responsibility. I do not avoid or blame. But I hope to be heard and understood: I have never intentionally taken advantage of the audience's trust for personal gain," BTV Quang Minh expressed.
Regarding the working session with the Department of Radio, Television and Electronic Information, Editor Quang Minh shared: "The advertising violations were also clarified and I will be responsible for my violations."
Regarding the false advertising of celebrities (like BTV Quang Minh), also at the press conference, Mr. Le Quang Tu Do, Director of the Department of Radio, Television and Electronic Information, said: "During the handling process, we found that artists and KOLs had very poor legal understanding when working with the Department. This also sounded an alarm bell. They accepted contracts indiscriminately, leading to easy violations of the law."
