Hanoi plans to start construction of urban railway line 2

On the morning of June 22, Prime Minister Pham Minh Chinh chaired the meeting of the Central Steering Committee on the implementation of the elimination of temporary and dilapidated houses nationwide (5th time), the State Steering Committee on important national works and projects, key to the transport sector (18th time); Promoting the disbursement of public investment capital in 2025 (2nd time).

Reporting at the conference, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen said that regarding the implementation of the elimination of temporary and dilapidated houses, especially for poor and near-poor households, Hanoi has reached the target nearly a year ahead of schedule, completing before September 30, 2024. For households of war invalids and martyrs, Hanoi has basically implemented and focused on completing before July 27, 2025.

Regarding the implementation of important national projects, Hanoi is focusing on promoting 5 key projects.

Regarding the Ring Road 4 - Capital Region project, the entire route has reclaimed 1,380/1,402 hectares, reaching 98.4%. Hanoi alone has reclaimed 789/823 hectares, reaching 98.6%. The city has set a target and focused on directing localities to be determined to complete all site clearance in the capital by June 30.

For the construction of parallel roads, 68% of the contract value has been achieved so far and is expected to be completed in 2025.

Component project 3 (PPP), approved the investor selection results on June 14, 2025, negotiated the contract, in June 2025 will sign the contract to focus on construction implementation, striving to follow the Prime Minister 's direction to complete the project by mid-2027.

Regarding the Nhon - Hanoi Railway Station urban railway project, the elevated section was put into operation on August 8, 2024. The project is focusing on the underground section, and so far the progress has reached 48.9%. It is expected that this project will be completed on schedule by the end of 2027.

With the urban railway project line 2 (Nam Thang Long - Tran Hung Dao), the City is urgently completing the project adjustment documents, striving for approval in August 2025 and focusing on starting construction in October 2025.

Regarding the task of clearing the land for the Lao Cai - Hanoi - Hai Phong urban railway project and the Gia Binh airport connecting road, the City has proactively worked with ministries and branches to agree on the route plan for the overlapping section. Striving to start the Gia Binh airport connecting road site clearance component project on August 19, 2025.

However, the implementation of the projects has encountered some difficulties and problems. Regarding the Ring Road 4 project, Hanoi respectfully requests the Government to report to the National Assembly to allow component project 3 (PPP) to continue applying the special mechanism on mining construction materials until the completion of construction.

For the Route 2 Project, Hanoi proposed that the Ministry of Finance consider and approve the application of the bidding method under STEP loan conditions and shorten the procedures to sign a new Loan Agreement in December 2025.

At the same time, it is recommended that the Ministry of Agriculture and Environment review and introduce construction material mines such as those in Vinh Phuc, Hoa Binh, Thai Nguyen, and Hai Duong provinces and publish monthly construction material prices, closely following market prices for convenience in the implementation process.

Regarding the Gia Binh airport connecting route, it is recommended that the Ministry of Construction promptly synthesize and report to competent authorities for approval of specific policy mechanisms that the City has proposed in the document sent to the Ministry to ensure project progress.
