According to the drafting agency, iris recognition is the most advanced and accurate biometric method today in verifying human identity. Meanwhile, voice and laryngeal factors, pronunciation, speed, intonation... all create the acoustic characteristics of each individual.

Both methods are adopted by many countries and play a key role in modern digital identification.

The Ministry of Public Security plans to take the first voice sample when a citizen is 6 years old. The next samplings will update data at the ages of: 14-25 years old, 25-40 years old and 40-60 years old.

The drafting agency also assessed that voice and iris biometric data are sensitive personal information and must be stored by the responsible agency in a 3-layer security system (encryption, authorization, logging).

The minimum storage period is 10 years or as prescribed by the Ministry of Public Security. Data must have a backup copy, synchronized with the Identity Database.
