For the auction to be successful and in accordance with regulations, the Provincial People's Committee requires that the auction be organized in a transparent, public, continuous, equal manner, protecting the rights and legitimate interests of the participating parties.
Assign the Department of Natural Resources and Environment to preside over and prepare documents and files before and after the auction. Determine the starting price, price steps for the auction, the deposit amount of the organization participating in the auction and the estimated budget for the Mineral Exploration Project to submit to the Provincial People's Committee for approval. Select and contract to hire a professional auction organization to conduct the auctions according to regulations.
The implementation of auctions serves as a legal basis for granting mineral operation licenses according to regulations. Thereby, it aims to manage, exploit, and use reasonably and economically, meeting the needs of socio-economic development, promoting mineral potential, attracting investment in exploration, effectively exploiting mineral resources, and increasing state budget revenue.
