Previously, due to difficult economic conditions, poor and near-poor households in Tuyen Quang could not afford to buy water tanks and had to store domestic water in cement tanks, jars, pots, buckets, basins, etc. To solve this problem, Project 1 "Solving the shortage of residential land, housing, production land, and domestic water" focused on supporting decentralized domestic water for people in ethnic minority and mountainous areas; supporting centralized domestic water; investing in the construction of centralized water works.

Benefiting from Project 1, many ethnic minority households in 29 communes of Son Duong district no longer have to carry water from streams but have clean water facilities right at home, thereby proactively using water for daily activities. More than 2,000 stainless steel water tanks have been supported for people, thereby increasing the rate of people using clean water, ensuring social security and health. In just 3 days from August 22-25, 2024, the Son Duong District Ethnic Affairs Department coordinated with the People's Committees of 21 communes in the district to distribute 546 stainless steel tanks to ethnic minority people in difficult circumstances. For the people, this is an extremely meaningful gift, helping to improve the quality of life.

In Chiem Hoa district, the authorities at all levels of the district have promptly and effectively implemented the policy of supporting dispersed domestic water under Project 1 to solve the shortage of domestic water in ethnic minority areas. Up to now, the whole district has had 1,943 poor households of ethnic minorities supported with water tanks for daily use, with a total amount of nearly 5.8 billion VND. The programs, projects and investment policies to support ethnic minority areas in the district have been deployed and implemented synchronously, promptly, with the right objectives, objects and in accordance with state regulations. Through project 1, decentralized clean water support has solved the shortage of domestic water, contributed to raising the rate of rural population using hygienic domestic water in the whole district to 98.9%, and the lives of ethnic minorities have significantly improved.

It can be said that, with the capital of Project 1 "Solving the shortage of residential land, housing, production land, and domestic water" of the National Target Program 1719, the particularly difficult areas of Tuyen Quang province have been and are basically solving the shortage of domestic water. It is known that in 2022 and 2023, the whole province has 7,033 households benefiting from decentralized domestic water, reaching 98.6% of the set plan. With a support level of 3 million VND/household, the total support capital is over 21 billion VND. According to the Provincial Ethnic Committee, the support implementation is based on the list of households approved by competent authorities, registration of households on the implementation method; the assigned agency and the budget estimate synthesize the needs and classify them according to each implementation method. People are supported with jars, tanks, tanks, water containers, water supply items; make their own water tanks; digging wells or creating other water sources. Thanks to access to clean, hygienic water sources, the quality of life of people in ethnic minority and mountainous areas of Tuyen Quang has been improved.

According to the plan, in 2024, Tuyen Quang province will have 2,762 more poor ethnic minority households and poor Kinh households in extremely disadvantaged communes and villages receiving support for decentralized domestic water, and investment in the construction of 6 centralized domestic water works. Currently, localities in the province are organizing a review of poor ethnic minority households and poor Kinh households living in extremely disadvantaged communes with difficulties in domestic water and lack of hygienic domestic water to propose support for decentralized domestic water in 2024. Based on the needs and the assessment of beneficiaries with support applications, the People's Committees of communes and towns will advise the district level to ensure support for the right beneficiaries.
