Promoting the implementation of the movement "Popular digital education"
Currently, 94.2% of villages and hamlets in the province have been covered by 4G, creating an important premise for the popularization of digital skills. However, there are still certain challenges as 105/1,446 villages do not have access to the national grid and 84 villages have not been provided with telecommunications services, making the implementation process difficult.
Immediately after receiving the policy on implementing the "Digital Education for All" movement, Dien Bien province organized propaganda and dissemination of the policy which was widely deployed from the provincial to the communal level through various channels such as reporters' conferences, party cell activities, seminars, mass organizations, online platforms and mass media.
Dien Bien has applied many methods to bring digital skills and AI closer to the people. Previously, people's access to digital technology was limited, many officials, civil servants and public employees only had basic skills, students did not have equal access, and rural people still had difficulties in using online public services and cashless payments.
To overcome this, the province has deployed models such as "National Digital Learning Festival", "Digital Family", "Digital Market", "Community Digital Technology Group" in many localities. Training courses, teaching materials, and the online learning platform MOOCs "Digital Education for All" have been put into use.
In particular, innovative models have spread strongly and maintained in 100% of communes and wards, supporting people to install the VNeID application, practice electronic payments, and access public services. The "Digital Ambassador" program promotes the role of propaganda and guidance on digital skills in the community. The "Digital Market - Digital Rural Area" model trains small traders and farmers in e-commerce and cashless payments, with the goal of reaching 100% by 2026.

Raising awareness about AI
The "Digital Literacy for All" movement in Dien Bien does not stop at basic skills but is gradually bringing AI into life. The province strives to organize at least 20 AI training courses for 2,000 officials, civil servants, public employees and workers by 2026.
Priority areas include education, smart agriculture , tourism and public administration. Dien Bien also plans to organize an "AI Festival" event and compile documents in ethnic languages (Thai, Mong, etc.) to suit local characteristics, ensuring that no one is left behind in the digital transformation process.
Despite many positive results, Dien Bien still faces many difficulties such as a lack of synchronous telecommunications infrastructure, limited financial resources and technological equipment, along with low awareness of people, officials and businesses about digital transformation and AI. The team of experts on digital transformation and AI in the province still does not meet practical requirements.
To address these issues, Dien Bien hopes that the Central Government will support the budget from the Public Telecommunications Program to upgrade infrastructure and provide smart devices for students and people in disadvantaged areas. At the same time, the province also requests that telecommunications corporations support preferential packages and coordinate in training AI human resources.
The "Digital Literacy for All" movement is not only a movement but also a strong transformation of Dien Bien in building a digital society and digital citizens, affirming the province's determination in the comprehensive digital transformation for all people. This is a core factor to improve digital skills, inspire the spirit of lifelong learning, and help people adapt to modern society.
