According to the approved project, these highways will be exploited for a period of 7 years.

The method of exploitation is determined by the direct asset management agency (Vietnam Road Administration) that organizes the exploitation of road infrastructure assets. Vietnam Road Administration is assigned to collect fees for the above-mentioned expressways after meeting the conditions specified in Decree No. 130/2024 of the Government regulating the collection of highway use fees for vehicles traveling on expressways owned by the entire people and directly managed and exploited by the State.

In addition, organize the management of highway toll collection according to current laws.

Previously, the Vietnam Road Administration submitted to the Ministry of Construction for approval a project to exploit the infrastructure assets of expressways. Accordingly, there are currently 12 expressways that the State represents as the owner and directly manages and exploits under the management of the Ministry of Transport (now the Ministry of Construction). There are 5 expressways: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay that are eligible to collect tolls.

Regarding the toll, the four expressways Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet were decided on investment policy before the effective date of the Road Law. When put into operation but do not fully meet the requirements specified in the Road Law (expressways with 4 lanes, with intermittent emergency lanes), the toll will be charged 900 VND/km.

Phan Thiet - Dau Giay Expressway fully meets the regulations on conditions for toll collection (the expressway has 4 lanes, with continuous emergency lanes) and will have a toll of 1,300 VND/km.

It is expected that when implementing toll collection on the above 5 expressways, after deducting collection costs, about 1.7 trillion VND will be paid to the budget each year.
