There must be a breakthrough solution.

At the meeting, Prime Minister Pham Minh Chinh said that recently, the Government and the Prime Minister have resolutely directed many synchronous solutions to remove difficulties and promptly promote housing projects, including social housing. Since the beginning of the year, 3 resolutions and 12 documents related to the housing sector and the real estate market have been issued. Thanks to that, in the first 9 months of 2025, 73 new projects with a scale of nearly 58,000 apartments have been started.

However, the Prime Minister assessed that social housing products have not yet met expectations. To complete the target of 100,000 units in 2025 and 1 million units in the 2021-2030 period, ministries, branches, localities and investors need to have breakthrough solutions.

According to the Prime Minister, in the coming time, it is necessary to increase the supply of affordable housing, reduce investment costs to reduce product prices, have appropriate tax policies to prevent speculation, and strengthen communication to replicate good models and good practices. These tasks require all relevant entities to make efforts and be proactive, in which the State creates, businesses take the lead, and people enjoy.

The key task for the Ministry of Construction is to coordinate with ministries, branches and localities to urgently complete the draft Decision of the Prime Minister on implementing a number of breakthrough solutions for social housing development in the 2025-2030 period as a basis for implementation.

Localities review and publicize land funds, select investors according to new regulations; continue to shorten administrative procedures, issue model designs, typical housing designs suitable to the conditions of each region, control selling prices and prevent policy exploitation. Be responsible to the Government and the Prime Minister for the results of social housing development in the locality according to annual and period targets. Complete the Provincial Steering Committee on social housing development with the Chairman of the Provincial People's Committee or the Secretary of the Provincial Party Committee as the head to ensure unified and decisive direction in implementation.

The State Bank is accelerating the disbursement of a 145 trillion VND credit package for loans to develop social housing and worker housing, especially supporting young people under 35 years old with housing needs.

Dong Nai strives to build 65,000 houses

According to Chairman of the Provincial People's Committee Vo Tan Duc, in recent times, the Provincial Party Committee, People's Council and People's Committee of Dong Nai province have had many drastic directions to promote the development of social housing. The province has established a Steering Committee for Social Housing Development, in which the Chairman and Vice Chairman of the Provincial People's Committee are the head and deputy head; issued annual plans and targets for social housing development, as well as a 5-year plan according to the targets assigned by the Prime Minister. In particular, in the period of 2025-2030, it strives to implement 65,000 social housing units.

The Provincial People's Committee has issued documents related to the management and development of social housing. These include new regulations to facilitate officials and civil servants subject to provincial mergers and people whose land is revoked but do not meet resettlement conditions to buy or rent social housing. The province has also developed a mechanism to support investors in implementing social housing projects, including social housing development targets in the Resolution of the Provincial Party Congress for the 2025-2030 term and the system of local socio-economic development targets. Along with that are solutions on administrative procedure reform and investor selection.

Thanks to synchronous solutions, Dong Nai now has more than 1,300 hectares of land for social housing projects, enough to meet the target by 2030 as required by the Government. Recently, the Provincial People's Committee approved the investment policy of 10 projects, with a scale of more than 11,000 units, according to the Central Government's special policy; many of these projects simultaneously started construction on September 27.

In the coming time, the province will deploy 6 groups of breakthrough solutions to complete the goal, in which the focus is on ensuring sufficient and suitable land fund for project development; issuing incentive mechanisms and policies to attract capable investors; selecting models and product structures suitable for each target group and region; arranging capital sources and preferential credit to support investors and home buyers...

Currently, the province still has some problems, and recommends the Central Government to resolve them. Specifically: Guiding the mechanism for refunding technical infrastructure costs for land 20% has been handed over to the State but other investors implement social housing. Continuing to maintain and expand preferential credit packages for both supply and demand sides. Allowing localities to flexibly apply "exchanging infrastructure for apartments" and changing 20% ​​in the same planning - infrastructure area, to shorten the standard time for the project, increase absorption capacity and create a balance of supply - demand by industrial zones - clusters. Proposing to prioritize enterprises investing in social housing construction using prefabricated components to speed up project completion.

According to the provincial People's Committee leader, Dong Nai has a great demand for social housing. The implementation of projects not only contributes to stabilizing the lives of workers and ensuring social security, but also lays the foundation for sustainable development. In the coming time, the province will continue to reform procedures, reduce the time of stages under its authority, publicize the progress and prices of each project, and strictly handle acts of policy exploitation. At the same time, it will mobilize all resources of land, infrastructure, and finance to complete the assigned goals.

In the 2025-2030 period, Dong Nai was assigned by the Government to build nearly 67,700 apartments. The Resolution of the 1st Congress of the Dong Nai Provincial Party Committee, term 2025-2030, set a target of building 65,000 apartments.
