EVNNPT is the investor of the 220 kV Tan Son Nhat - Thuan An transmission line project.

The project's objective is to form a 220 kV transmission line connecting the grid between Binh Duong province and Ho Chi Minh City, contributing to increasing the efficiency of grid investment and supporting the capacity between the two regions; ensuring safe and continuous power supply in operating modes for the Ho Chi Minh City load center, especially the Tan Son Nhat 220 kV transformer station supplying power to Tan Son Nhat airport load; reducing the load for the Cau Bong - Hoc Mon 220 kV, Thu Duc - Cat Lai 220 kV, Thu Duc - Nhon Trach thermal power lines; strengthening the connection of the 220 kV power system in the region, enhancing safety, flexibility in operation and stability for the national power system.

Accordingly, the project will build a 220 kV line including 2 underground cable circuits with a route length of 7.8 km and an overhead line with a route length of 5.4 km. The project will be implemented in Ho Chi Minh City and Binh Duong with a plan to complete in 2025.

Specifically, at the 220 kV Tan Son Nhat transformer station (new construction): 02 220 kV feeders to the 220 kV Thuan An transformer station will be invested synchronously within the scope of the project "220 kV Tan Son Nhat transformer station" invested by Ho Chi Minh City Power Corporation and is under construction. At the 220 kV Thuan An transformer station (existing), 02 220 kV feeders to the 220 kV Tan Son Nhat transformer station will be expanded and newly equipped. New and complete equipment for the control, measurement, protection, communication and SCADA systems for the new feeders during the project implementation will be carried out in accordance with current regulations and standards.

The Ministry of Finance is responsible for the content of the Appraisal Report No. 57/BC-BKHĐT dated January 3, 2025 in accordance with the law. Direct the Vietnam Electricity Group and the National Power Transmission Corporation (EVNNPT) to organize the implementation of project investment management to ensure investment efficiency and compliance with the law.

The Ministry of Industry and Trade is responsible for state management of the Project according to the sector and field under its responsibility according to the provisions of law; directs and guides EVNNPT in reviewing and completing the Project dossier as well as selecting technology in the step of preparing the Project Feasibility Study Report, ensuring safety, maximizing the role and efficiency of the Project investment and being consistent with the purpose of transmission in the national power system. Perform specialized state management functions for the Project during the process of investment implementation and exploitation management according to the provisions of law.

The Ministry of Agriculture and Environment is responsible for inspecting and supervising the Project's compliance with environmental protection laws during implementation. Support and guide the People's Committee of Ho Chi Minh City and the People's Committee of Binh Duong province in allocating land, leasing land, and allowing land use purpose change to implement the Project to ensure compliance with the planning and land use plan approved by competent authorities in accordance with the provisions of the law on land.

Support and guide EVNNPT in completing documents and implementing procedures for environmental impact assessment of the Project in accordance with the provisions of law on environmental protection; comply with regulations on water resource protection in accordance with the provisions of law on water resources and minerals during the implementation of the Project.

The Ministry of Construction, according to its functions and tasks, guides Vietnam Electricity Group and EVNNPT to carry out investment procedures for the Project; inspects and supervises the compliance with legal regulations on construction of the Project during the implementation process.

The People's Committee of Ho Chi Minh City and the People's Committee of Binh Duong province are responsible for updating the Project information into land use planning, urban planning, and plans to implement related plans in their localities. Fully implement procedures for land allocation, land lease, and permission to change land use purposes to implement the Project to ensure compliance with the planning and land use plans approved by competent authorities in accordance with the provisions of the law on land.

Coordinate with the Ministry of Agriculture and Environment to request EVNNPT to carry out the environmental impact assessment procedures of the Project in accordance with the provisions of the law on environmental protection. At the same time, ensure that the implementation of the Project complies with the provisions of the law on environmental protection. Take the lead in coordinating with EVNNPT to implement the compensation, support and resettlement work of the Project to ensure progress, in accordance with the provisions of the law on land and other relevant laws.

Vietnam Electricity Group and EVNNPT are responsible before the law for the honesty and accuracy of information, data and content in the Project dossier; responsible for mobilizing sufficient registered capital according to schedule to ensure the feasibility of the Project.

Responsible for the effectiveness of project investment, the effectiveness of use, preservation and development of state capital according to the provisions of law. Research and fully absorb the appraisal opinions of relevant agencies during the investment and implementation of the project.

Closely coordinate with the People's Committee of Ho Chi Minh City and the People's Committee of Binh Duong province to organize the implementation and management of the Project in accordance with the provisions of law on investment, construction, land and related laws.

Coordinate with the People's Committee of Ho Chi Minh City and the People's Committee of Binh Duong province to review and update the Project into the planning for the period 2021-2030, with a vision to 2050. Implement the reporting regime on investment projects according to the law.
