Confusion as electric vehicles will stop operating
On July 4, Mr. Nguyen Manh Hung, Director of Cua Lo Tourism Cooperative, representing nearly 300 households operating electric cars to transport tourists here, signed a document to the People's Committee of Nghe An province and related departments and branches, hoping that the locality will continue to create favorable conditions for electric cars to operate while waiting for implementation instructions after receiving information and instructions from local authorities as well as functional branches on stopping public passenger transport by electric cars in the area.
Accordingly, from January 1, 2025, passenger transport business by 4-wheel electric vehicles with engines will be carried out in accordance with the provisions of the Law on Road Traffic Order and Safety and the Road Law, Decree No. 158/2024/ND-CP dated December 18, 2024 and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government . Clause 2, Article 24, of Decree 165/2024/ND-CP stipulates: "From February 15, 2025: for 4-wheeled passenger vehicles with engines, only organize operations on routes with signs of a maximum operating speed of 30km/h applicable to all vehicles participating in traffic". In practice, on the routes where 4-wheeled motor vehicles are allowed to circulate in the old Cua Lo town, they have been invested in and built synchronously, with a maximum speed design for motor vehicles of at least 50km/h, and there is no route with a maximum operating speed of 30km/h for all types of vehicles participating in traffic. Therefore, according to regulations, all 4-wheeled motor vehicles in Cua Lo do not have routes that are qualified to circulate to carry tourists.

Since March 2025, the People's Committee of Nghe An province and the Department of Construction of this province have also issued many documents directing the operation of 4-wheel electric vehicles to comply with the provisions of the law. On May 9, 2025, the People's Committee of Vinh City (old) established an interdisciplinary working group to advise on resolving related issues. On June 18, Traffic Police Team No. 4, Traffic Police Department of Nghe An Provincial Police coordinated with the local government of Nghi Thuy Ward (old), now Cua Lo Ward, to organize propaganda and sign a commitment to comply with the provisions of the law on road traffic safety and order for electric vehicles operating in the area.
Mr. Nguyen Manh Hung, Director of Cua Lo Travel Cooperative, added that in Cua Lo ward, there are currently 278 electric cars of businesses that have joined the Cooperative and are operating properly. When the news that electric cars must stop operating, the businesses were very confused but still had to comply with the policy.
“Currently, it is the peak tourist season in Cua Lo, the demand for travel and sightseeing of the people is very high. Electric cars are the main and almost the only means of transport serving the travel needs in the tourist area. If they stop operating at this time, it will affect the image and tourism services of Cua Lo. At the same time, there is no suitable alternative plan, if they stop operating, it will not only affect the livelihoods of hundreds of households but also create a large gap in the service chain for tourists,” said Mr. Hung.
It is known that the electric car project operating to serve passengers in Cua Lo town was allowed to operate on a pilot basis by the Prime Minister in Document No. 703/TTg-KTN dated May 4, 2011 and approved by Nghe An Provincial People's Committee in Decision No. 2015/QD-UBND-CN dated June 7, 2011, allowing a pilot management of 4-wheel electric vehicles to meet the needs of transporting tourists in the locality. Since 2016, the People's Committee of Cua Lo town (old) has been approved by Nghe An Provincial People's Committee to develop regulations for managing electric vehicles each year, in which the peak year was with 558 electric vehicles operating in the area. There was even a time when there were too many electric vehicles operating, so the locality issued a regulation that each vehicle could only run on odd or even days.
However, during this period, electric vehicles operated mainly spontaneously and fragmentedly, sometimes competing for customers, causing disorder in traffic safety; vehicles did not ensure safety, so at the end of 2022, the Cua Lo town government tightened management and developed a new electric vehicle management plan. To survive, businesses were forced to sell and transfer all old vehicles to buy new vehicles that met the registration and inspection requirements according to Circular 86/2014 of the Ministry of Transport and Circular 58/2020 of the Ministry of Public Security.
Need a reasonable solution
Previously, on June 30, before the suspension of operations, Vinh City People's Committee also sent a report to Nghe An Provincial People's Committee, the Department of Construction and Nghe An Provincial Police Department, proposing to study the mechanism for 4-wheel electric vehicles to operate in Cua Lo ward. According to Vinh City People's Committee, during the pilot implementation, the operation of 4-wheel electric vehicles carrying tourists in Cua Lo town basically complied with the regulations of the Provincial People's Committee, creating a friendly and stable environment for Cua Lo tourism to develop; creating jobs for local children and diversifying tourism services.
Electric car operation has become a typical brand of Cua Lo beach tourism due to its open space, easy sightseeing while moving, and flexible movement on tourist routes, helping tourists easily visit and explore tourist attractions. Most tourists coming to Cua Lo want to experience this type of transportation. Therefore, it is very necessary to continue to maintain the operation of this type of vehicle in Cua Lo tourist area.
Regarding the problems of electric vehicles when implementing Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government and the Law on Road Traffic Order and Safety, Mr. Nguyen Van Hung, Vice Chairman of Cua Lo Ward People's Committee said that since the beginning of the year, the functional sector and most recently the Cua Lo Ward People's Committee have also made great efforts in finding solutions for electric vehicle business in Cua Lo as instructed to establish the Cua Lo Travel Cooperative with the participation of 278 vehicle owners as members. At the same time, survey and delimit, arrange parking spots for 4-wheeled vehicles with engines for passenger transport business combined with free parking lots in the existing park area east of Binh Minh Street; study the marking and parking on roads with a width of 30m or more.
To ensure that 4-wheel electric vehicles carrying tourists can operate in Cua Lo and surrounding areas, the relevant authorities have also proposed and requested the People's Committee of Nghe An province to direct relevant departments, branches and units to create favorable conditions to guide and support documents and administrative procedures so that Cua Lo Travel Cooperative can have enough conditions to operate 4-wheel motor vehicles carrying tourists. At the same time, research and develop a mechanism to remove difficulties for the operation of 4-wheel motor vehicles serving tourists in Cua Lo ward.
Mr. Hung also affirmed that the government wants to be allowed by the competent authority to do business but it must be within the permitted framework to ensure harmony between electric vehicle transport business and tourism development. In the immediate future, Cua Lo ward proposed to functional forces such as the Traffic Safety Committee, the Department of Construction and the Traffic Police force to study and put up signs on each section of Binh Minh Street to allow electric vehicle business, limiting the speed to under 30km, if the vehicle owner violates the speed, they will be severely punished.
Regarding the issue of whether or not electric vehicles exist in Cua Lo, on July 3, the People's Committee of Nghe An province issued Document 6403/UBND-CN proposing a number of contents related to the operation of 4-wheeled motor vehicles in Cua Lo ward and surrounding areas.
Nghe An province assigned the Department of Construction to preside over and coordinate with the provincial police, relevant departments, branches, units and the People's Committee of Cua Lo ward to study and consider handling according to their authority or to advise and propose, in which specifically determine the role and necessity of the operation of 4-wheeled vehicles with engines, the specific traffic situation and the impact on local tourism activities, and refer to the practices of similar provinces to find solutions to remove obstacles.
