Nearly 307 thousand poor households and policy beneficiaries receive preferential loans

(Baoquangngai.vn) - On the morning of July 30, the Provincial Party Standing Committee held a conference to review 10 years of implementing Directive No. 40-CT/TW dated November 22, 2014 of the Secretariat of the 11th Party Central Committee on strengthening the Party's leadership over social policy credit. Deputy Secretary of the Provincial Party Committee Dinh Thi Hong Minh and Vice Chairman of the Provincial People's Committee Vo Phien chaired the conference.

Attending the conference was Deputy General Director of Vietnam Bank for Social Policies (VBSP) Nguyen Duc Hai.

Deputy Secretary of the Provincial Party Committee Dinh Thi Hong Minh delivered the opening speech at the conference.

Speaking at the opening of the conference, Deputy Secretary of the Provincial Party Committee Dinh Thi Hong Minh emphasized that, along with economic development, local Party committees and authorities at all levels pay great attention to social security work. In particular, policy credit is an effective financial tool along with other policies that contribute to the successful implementation of poverty reduction and social security goals. Over the past 10 years of implementing Directive No. 40-CT/TW of the Central Party Secretariat, local Party committees and authorities at all levels have always upheld their sense of responsibility.

The Provincial People's Council and Provincial People's Committee have issued many mechanisms and policies to focus on mobilizing and allocating local budget capital to the Social Policy Bank to supplement capital for implementing social policy credit. The Fatherland Front and socio- political organizations at all levels have stepped up propaganda and dissemination of the Party and State's policies and guidelines on social policy credit to the people. Socio-political organizations have been entrusted to accompany loan borrowers, helping poor households and policy beneficiaries access policy credit capital in a timely and effective manner.

Vice Chairman of the Provincial People's Committee Vo Phien reported on the results of 10 years of implementing Directive No. 40-CT/TW in the province.

In the report summarizing 10 years of implementing Directive No. 40-CT/TW, Vice Chairman of the Provincial People's Committee Vo Phien said that as of December 31, 2014 (before Directive No. 40-CT/TW), the local budget capital entrusted to the Social Policy Bank for lending to poor households and other policy beneficiaries was more than 53 billion VND. By June 30, 2024, the entrusted capital reached 464.4 billion VND. From 2015 to present, every year, 100% of districts, towns and cities have allocated a part of their budget to entrust the Social Policy Bank to implement programs such as lending to support job creation, maintaining and expanding employment; lending to poor households; lending to workers going to work abroad...

After 10 years of implementing Directive 40-CT/TW, policy credit capital through the Social Policy Bank has helped nearly 307,000 poor households and other policy beneficiaries to borrow capital, with an amount of nearly 11,000 billion VND, bringing the total outstanding policy credit balance to 5,570 billion VND by June 30, 2024. Of which, creating conditions for more than 61,000 households to overcome the poverty threshold, more than 7,000 students in difficult circumstances to borrow capital to study, more than 46,000 workers to be created jobs from the National Employment Fund; more than 400 workers to work abroad for a limited period; investing in the construction of more than 162,000 clean water and rural environmental sanitation works and more than 4,500 houses for poor households and policy beneficiaries.

At the conference, representatives of localities, socio-political organizations, lending and savings groups... presented papers on the significance, good and creative ways of implementing policy credit. At the same time, they pointed out difficulties and obstacles, and proposed solutions to overcome them in the coming time to continue effectively implementing Directive No. 40-CT/TW.

Speaking at the conference, Deputy General Director of the Vietnam Bank for Social Policies Nguyen Duc Hai highly appreciated the attention of all levels, sectors, and socio-political organizations in Quang Ngai province to increase resources, review, amend, supplement, and perfect mechanisms and policies related to social credit. After 10 years of implementing Directive No. 40-CT/TW in the province, it has contributed to expanding and effectively promoting social credit capital. In the coming time, he hopes that local Party committees, authorities, and socio-political organizations will continue to pay attention to and promote policy credit activities, contributing to meeting the borrowing needs of poor households and policy families.

To continue to effectively implement Directive No. 40-CT/TW, the Provincial Party Standing Committee requests Party committees at all levels, local authorities, departments, branches, sectors, the Fatherland Front, socio-political organizations at all levels and the Social Policy Bank to pay special attention to social policy credit, considering it an important solution for poverty reduction, job creation and new rural construction.

Implement well the policy of mobilizing resources for social policy credit; organize the assessment of loans to the right beneficiaries. Closely follow the National Target Program on sustainable poverty reduction and new rural construction to research and propose to the People's Council at the same level for consideration and increase the level of local budget capital allocation entrusted through the Social Policy Bank to supplement the loan capital.

On this occasion, the Ministry of Planning and Investment awarded a Certificate of Merit to 1 collective; the Central Committee of the Vietnam Farmers' Union awarded a Certificate of Merit to 1 collective; the Chairman of the Provincial People's Committee awarded Certificates of Merit to 10 collectives and 14 individuals for their outstanding achievements in 10 years of implementing Directive No. 40-CT/TW dated November 22, 2014 of the 11th Party Central Committee Secretariat on strengthening the Party's leadership over social credit in the province for the period 2014 - 2024.
