Linking the construction of cultural life with new rural areas

Comrade Trinh Van Doan - Party Secretary, Chairman of the Commune People's Council said: The Party Committee and the People's Committee of Sin Suoi Ho commune have promoted their leadership and direction roles; assigned specific tasks to each organization and individual. Propaganda work has been promoted in many forms, including promoting the role of village elders and prestigious people to mobilize people to eliminate bad customs and raise community awareness. At the same time, the commune has mobilized the maximum internal strength of the people in donating land and contributing to building infrastructure.

Programs and policies to support economic development are effectively integrated, promoting the conversion of crops and livestock to suit local conditions. Economic models associated with community tourism and OCOP products such as sen cu rice are also focused on development. The movement to build a cultural life is associated with preserving traditional identities; organizing cultural and sports activities, preserving a green, clean and beautiful living environment. Practical, close-to-the-people, and grassroots approaches have been bringing about clear changes in the area.

The cultural movement is of interest to the commune for development.

Thanks to the synchronous implementation of solutions and movements, currently the commune has 74.6% of households achieving the title of cultural family, 33 villages achieving the title of cultural village, 100% of agencies and units meeting cultural standards. 44 art troupes are maintained, many backward customs are eliminated, traditional cultural values are preserved and promoted in association with community tourism development.

Previously, in Lo Thang 1 village, the limited awareness of a part of the people led to the situation of early marriage, incestuous marriage, high dowry, and long-term organization. In particular, the custom of "banning the village" in March and June, set out regulations that people in the village were not allowed to contact with outsiders, causing difficulties in daily life and production, affecting security and order. Faced with this situation, Sin Suoi Ho commune, together with the Front Work Committee and organizations, took drastic measures to propagate, mobilize, and persistently explain to people to understand the harmful effects of bad customs. At the same time, effectively implementing Resolution No. 15-NQ/TU on eliminating bad customs, backward customs, and practices, building a civilized lifestyle among the ethnic people of Lai Chau province, associated with promoting the role of prestigious people, village elders, and party members in setting an example, has created consensus and spread in the community. Up to now, many bad customs have been eliminated, and a new cultural life has been gradually formed. At the same time, the commune has actively encouraged people to change the crop structure, including tea. Currently, the tea area of the village is 43 hectares. Thereby, contributing to reducing the poverty rate of the village from 40% (in 2020) to 15% (in 2025).

Thanks to good propaganda work, people have raised awareness and actively eliminated backward customs.

Ms. Lo Thi Du in Lo Thang 1 village shared: In the past, there were many backward customs that made life difficult for people in the village. Eliminating bad customs has helped couples reduce their burdens and build a more prosperous and happy life.

In addition, the movement to build new rural areas in the commune has achieved many positive results: up to now, 97% of commune and hamlet roads have been hardened; 100% of schools and medical stations have been solidified; average income per capita has reached nearly 38 million VND/year. The commune has achieved 15 new rural criteria. People have donated more than 20 hectares of land, contributed 6,000 working days and more than 1 billion VND to build infrastructure.

In addition, the commune also has sen cu rice products recognized as 3-star OCOP, developing many economic models associated with agriculture and community tourism such as Sin Suoi Ho, Bach Moc Luong Tu, Rang Cua mountain, Pavi ancient stone road...

In the next stage, the Party Committee and the authorities of Sin Suoi Ho commune will strengthen leadership and direction for both movements. Step up propaganda, mobilization, and raise people's awareness to eliminate backward customs; promote the role of prestigious people and village chiefs in building cultural life. Promote the role of culture in economic development, tourism, and digital transformation; invest in community tourism infrastructure, train human resources, and build digital data on local culture. Effectively mobilize resources, enhance socialization, and transparency in investing in cultural works and infrastructure.
