(gialai.gov.vn) - On the morning of October 17, the Provincial Military Service Council (NVQS) held the 2nd Conference to direct and implement the work of selecting and calling citizens to join the army and perform their duty to join the People's Public Security in 2026. The conference was held directly at the Provincial People's Committee headquarters and connected online to commune and ward bridges in the province. Comrade Pham Anh Tuan - Chairman of the Provincial People's Committee, Chairman of the Provincial Military Service Council chaired the conference. Attending were members of the Provincial Military Service Council; representatives of leaders of departments, branches and units of the province.

According to the report at the conference, implementing Decree No. 13/2016/ND-CP dated February 19, 2016 of the Government stipulating the order, procedures for registration and regimes and policies for citizens during the registration, examination and health check for military service; Decree 220/2025/ND-CP dated August 7, 2025 of the Government amending and supplementing a number of articles of a number of Decrees in the field of national defense and military when organizing 2-level local governments. In the past time, the Military Service Councils of communes and wards have done a good job of advising local Party committees, authorities, agencies and organizations at the same level to lead, direct, disseminate and effectively implement the organization of registration, examination, political review, policies and management of citizens of military age in accordance with regulations. Up to now, the whole province has completed the first military service registration for 26,881/27,084 male citizens aged 17 years old, reaching 99.25%.

Along with that, communes and wards have organized to review the implementation of citizens of military service age, organized preliminary health screening; reviewed political and policy approval in accordance with regulations, reviewed subjects eligible for exemption, postponement, and not yet called for military service for citizens of military service age; the total registration and management of military service age is 142,020 citizens, reaching 4.3% of the population.

Currently, communes and wards have completed political and policy review in accordance with regulations; the total number of citizens of military age ready to join the army is 145,298 people. Of which, 2,075 citizens are exempt from military service registration; 26 citizens are exempt from military service; 53,712 citizens are temporarily postponed from military service; 5,042 citizens have violated politics and ethics; 84,443 citizens are eligible for military service.

At the conference, localities reported on the results of the selection, calling citizens to join the army and performing their duties to join the People's Public Security at the grassroots level. At the same time, they presented the difficulties and obstacles in the process of organizing the military recruitment in 2026 such as the management of displaced citizens, coordination of health examinations, propaganda and mobilization of young people to join the army, which is still limited in some localities...

Concluding the conference, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized: The selection and calling of citizens to join the army and perform the duty of joining the People's Public Security is a particularly important political task, demonstrating the common responsibility of the whole society in the cause of building and defending the Fatherland. He acknowledged and highly appreciated the efforts of all levels and sectors in the past time, and affirmed that the military recruitment work up to now has been basically implemented according to plan, according to the process and in accordance with the provisions of the Law on Military Service.

Chairman of the Provincial People's Committee Pham Anh Tuan requested units and localities to proactively coordinate to promote propaganda and education among the people, especially young people of military age, to raise awareness of the responsibility and sacred duty of citizens to the country.

The Chairman of the Provincial People's Committee assigned the Department of Finance to allocate sufficient funds for military recruitment, ensuring timeliness and creating favorable conditions for localities and units to carry out their tasks. At the same time, he requested the Provincial Military Command to closely coordinate with the Provincial Health Department to organize military service health examinations seriously, objectively and in accordance with procedures; guide units and localities to implement the next steps in military recruitment and develop a plan to organize military transfer in accordance with regulations.

Along with that, the Chairman of the Provincial People's Committee requested that the assignment of members of the Military Service Council in charge of the area must be public, transparent, and linked with specific responsibilities in performing assigned tasks. After the preliminary selection results are available, it is necessary to advise and allocate military recruitment targets in accordance with the actual situation.

For the People's Committees of communes and wards, the Chairman of the Provincial People's Committee requested to continue to focus on synchronously and seriously implementing contents related to military recruitment, ensuring compliance with regulations on military recruitment quotas, organizing health check-ups, political and policy review, as well as carefully and correctly considering cases of citizens exempted from or temporarily deferred from military service.

Regarding the timeline, Chairman of the Provincial People's Committee Pham Anh Tuan agreed that the entire province will complete the health examination for military servicemen and perform their duty to join the People's Public Security before December 31, 2025. The coordination between localities and military units must be completed before January 20, 2026, ensuring close coordination and following procedures. The call for military service will be issued before February 16, 2026. The military handover ceremony will be held simultaneously throughout the province on March 4, 2026.
