Solutions for developing new party members

In 2024, the Provincial Party Committee assigned a target of developing 3,411 new Party members to its subordinate Party committees. With decisive and coordinated solutions, many Party committees completed their targets within eight months, contributing to consolidating and enhancing the leadership capacity and fighting strength of the Party.

In 2024, the Mong Cai City Party Committee was assigned a target of admitting 195 new party members, an increase of 20 members compared to the previous year. To achieve this target, the City Party Committee assigned quotas to its subordinate party branches and committees. Party committees at all levels proactively developed plans to identify and nurture potential party members.

Ms. Vu Thi Thanh Thao, Head of the Organization Department of the Mong Cai City Party Committee, said: Party committees and organizations at all levels have proactively identified and accurately assessed the situation; promptly issued resolutions, programs, and leadership plans; and assigned targets for admitting new party members to each subordinate branch. Particular attention has been paid to identifying, nurturing, and admitting into the Party outstanding individuals who have matured in the labor, study, and work movements, among youth union members, women, farmers, in villages, neighborhoods, difficult areas, ethnic minority regions, border areas, islands, areas with few party members or high average age, intellectuals, entrepreneurs, religious followers, workers in private economic units, armed forces personnel, medical and educational staff, students, demobilized soldiers, reserve forces, and militia. Political and social organizations from the city level to the grassroots have organized many activities and patriotic emulation movements to attract and gather members to participate; actively propagate and educate on political ideology, guiding the masses to have the right motivation to strive to join the Party.

In areas with a pool of potential party members, Party committees and organizations regularly incorporate the topic of recruiting and admitting new members into their regular meetings to discuss, review, and propose tasks and solutions for implementation; they regularly review, supplement, and evaluate the pool of potential members; they select outstanding individuals to attend Party awareness classes, ensuring that the number of participants is at least twice the number of potential party members to be admitted that year; they prioritize assigning Party committee members to directly supervise, guide, monitor, and urge Party branches and socio-political organizations in the work of recruiting and admitting new members; and they assign cadres with a thorough understanding of Party work to advise on the procedures for admitting new members.

Thanks to proactive planning and rigorous implementation, in the first eight months of 2024, the Mong Cai City Party Committee admitted 195 new party members, achieving 100% of the 2024 target. Of these, 20 members are from non-state-owned enterprises; 77 are from villages, hamlets, and neighborhoods; 10 are students; and 88 are civil servants, public employees, and state-owned enterprises.

In the first eight months of 2024, the Tien Yen District Party Committee admitted 110 new party members, achieving 100% of the target set by the province. Of these, 38 were admitted in villages, hamlets, and neighborhoods; 3 in non-state enterprises; 10 among students; and the remainder in state agencies.

To achieve that result, from the beginning of the year, the District Party Committee assigned targets for admitting new party members to subordinate party branches and committees, using this as one of the criteria for evaluating the quality of party organizations at the end of the year, so that the units could strive to complete it well. The District Party Committee directed the District Political Training Center to develop a plan to open training courses for outstanding individuals to be admitted to the Party; the District Party Committee's Organization Department presided over, supervised, reminded, and created conditions for party branches and committees to complete the assigned targets for admitting new party members.

Party committees directly under the provincial Party Committee are striving to innovate their thinking on recruiting new Party members; focusing on assigning Party members to assist outstanding individuals in their efforts to join the Party, and periodically reporting the results of these individuals' efforts to the Party branches for consideration. At the same time, they clearly define the responsibilities of Party committee members and Party members in propagating, educating , monitoring, and assisting outstanding individuals in their efforts to join the Party… Many Party committees have successfully completed the task of developing new Party members, with a high number of new members admitted. For example, in the first eight months of 2024, the Co To District Party Committee admitted 25 new Party members, the Binh Lieu District Party Committee admitted 96 new Party members, both achieving 100% of the provincial target; the Uong Bi City Party Committee achieved 85%, and the Dam Ha District Party Committee achieved 80%… From the beginning of 2024 to date, the entire province has admitted 2,108 new Party members, reaching 62% of the plan, bringing the total number of Party members in the entire provincial Party Committee to 102,257.

To strive to achieve and surpass the targets for admitting new party members in 2024, Party committees and organizations at all levels in the province are proactively planning and training from the grassroots level, actively cultivating potential Party members, assigning official Party members to be responsible for introducing, assisting, training, and evaluating outstanding individuals recommended to the Party branches; innovating the content and form of organizing Party awareness and political theory training courses for new Party members in a way that suits each type of Party organization, creating favorable conditions for learners to participate and achieve good results. Along with that, they are regularly inspecting, supervising, monitoring, guiding, and urging the implementation of Party member development work...
