Developing high-quality human resources has always been identified by the province as one of the top priorities, an important factor, a solid foundation creating momentum for development. Accordingly, the province has issued a plan for training and fostering civil servants and public employees according to the annual plan. In the period of 2021-2025, the whole province will organize training and fostering civil servants and public employees at home and abroad for about 39,000 people.
In order to build a team of professional, modern civil servants and public employees with the capacity to master and effectively operate new technologies, the Department of Home Affairs is coordinating with units to strengthen training for civil servants and public employees on topics related to digital transformation, application of artificial intelligence (AI) to serve work; focusing on fostering innovative thinking, the ability to adapt flexibly to the digital working environment; especially training in the form of online (E-learning) to expand the scale of training, reduce costs, increase flexibility, helping civil servants and public employees to proactively learn anytime, anywhere.
In particular, to meet the digital transformation in the current period, the Department of Home Affairs continues to advise the province to direct departments, branches, communes, wards, and special zones to prioritize the recruitment of civil servants with majors that meet the requirements of digital transformation in all fields; advise the province on policies to attract and support the team of civil servants working in science and technology, innovation, and digital transformation of the province.
According to Mr. Bui Tuan Anh, Deputy Director of the Department of Home Affairs, attracting and retaining highly qualified human resources in the field of IT and digital transformation in administrative agencies and public service units in the province is facing many difficulties. The main reason is the lack of quality recruitment sources, while the income level in the public sector is not competitive enough compared to the non-state sector. In 2020, only 4/19 targets were recruited; in 2022, 8 targets were recruited (66.67%); in 2024, 3/6 targets were recruited. In addition, the average income of IT personnel in the public sector is much lower than that of non-public sectors. This makes it extremely difficult to attract talented, highly qualified human resources to work in the political system and state administrative agencies.
To overcome this situation and meet the requirements in the current period, the Department of Home Affairs is actively advising the Provincial People's Committee to submit to the Provincial People's Council a comprehensive policy on attracting, retaining and developing human resources in agencies of the political system in the province. Such as the policy of attracting high-quality human resources, priority is given to professors, associate professors, and doctors to teach at Ha Long University and Vietnam-Korea College; doctors, masters, excellent graduates according to Decree No. 179/2024/ND-CP and university graduates with good, excellent, and excellent degrees in the right or related fields in the field of IT. If these subjects are recruited and accepted to work in the province, they will receive one-time support, monthly support, and housing rental support.
In particular, the subjects who are civil servants and public employees directly performing the tasks of state management of science and technology, innovation and digital transformation will advise the province on monthly support policies for current officials. At the same time, they will advise on policies to support civil servants and public employees to study for master's and doctoral degrees in majors in the field of IT, in order to gradually improve the quality of the team, meeting the development requirements in the period of the 4.0 industrial revolution.
“The implementation of a two-level local government system has increased workload, increased management requirements, and increasingly streamlined staffing. The application of AI is an inevitable direction. The Department is proposing to the province a mechanism to support funding for agencies and units in using AI tools to serve advisory, management, and operational activities, thereby improving productivity, work efficiency, and service quality for the people,” said Mr. Bui Tuan Anh, Deputy Director of the Department of Home Affairs.
Investing in high-quality human resources is not only a short-term solution but also a long-term strategy, aiming to build a smart digital government, serving the rapid and sustainable development of the province.
