Receiving opinions and recommendations from voters sent to the 17th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters regarding the field of irrigation infrastructure investment.

Voters of Hoang Hoa district requested the Provincial People's Committee to consider upgrading the But River dike from Hoang Duc to Hoang Dat commune, Hoang Hoa district. According to the response, the But River dike from Hoang Duc commune to Hoang Dat commune (Hoang Hoa) that voters proposed was identified as the right-hand dike section of Lach Truong from K2+00 - K12+734 (level III dike). Currently, in the period from 2024 - 2030, the above-mentioned right-hand dike section of Lach Truong has been and is being included in the investment portfolio for upgrading from many programs and projects from the Central budget: Medium-term public investment project 2021-2025 of the Ministry of Agriculture and Rural Development ; Project for urgent treatment of weak culverts under dikes from level III dikes and above of the Ministry of Agriculture and Rural Development and Project for maintenance and repair of Thanh Hoa province's dikes from the annual public expenditure budget of the Ministry of Agriculture and Rural Development. The Provincial People's Committee is assigning the Department of Agriculture and Rural Development to actively and proactively coordinate with the Ministry of Agriculture and Rural Development to promptly implement the above projects; at the same time, it will direct relevant sectors, localities and units to closely coordinate with investors to create favorable conditions for project implementation and soon put the works into use.
Nong Cong district voters proposed that the province have a plan to invest in building the left dike of Yen River. According to the answer: In recent years, the Provincial People's Committee has paid attention to and supported the Nong Cong District People's Committee, combined with local capital, and has been investing in 5 sections on the left dike of Yen River and 1 section of dike expected to be used from the increased revenue and expenditure savings of the provincial budget in 2021 and 2022 for investment. Due to the large funding demand for maintenance and upgrading of the left dike of Yen River in Nong Cong district, while the provincial budget is still difficult; therefore, for the dike sections that have not been upgraded, to ensure the safety of dike works during the flood season of 2024 and the following years, it is recommended that the Nong Cong District People's Committee have a plan to prevent floods and storms and prepare conditions in terms of materials, human resources, and means according to the "4 on-site" motto, ... to promptly respond when incidents occur. In the long term, it is recommended that the People's Committee of Nong Cong district develop a plan and report to the Provincial People's Committee for consideration of supporting funding sources suitable to the province's budget conditions to invest in repairing and upgrading dike sections (including dike protection embankments, culverts across the dike, and supporting works) that do not ensure flood, storm, and flood prevention according to the plan, meeting the requirements and aspirations of voters.
Voters of Dong Son district continue to request the Provincial People's Committee to invest in upgrading the Dong Thinh drainage pumping station. According to the response: The project to repair the Dong Thinh drainage pumping station, Dong Thinh commune (Dong Son) has been allocated funding by the Provincial People's Committee from the budget source for implementing the policy of protecting and developing rice-growing land in 2024 in Decision No. 4848/QD-UBND dated December 19, 2023 on assigning the state budget revenue estimates in the area; local budget revenue and expenditure and allocating the local budget expenditure estimates in 2024, Thanh Hoa province with a total investment of about 8 billion VND, the allocated budget in 2024 is 3.4 billion VND, to carry out investment in upgrading and renovating. Currently, Song Chu One Member Co., Ltd. is organizing the preparation of a technical economic report - project estimate, expected to be implemented and completed in 2024.
Tho Xuan district voters requested the province to pay attention to establishing a project to dredge the Hoang River to serve flood drainage for the Sao Vang airport area. According to the response, to carry out flood drainage for the Sao Vang airport area, the Tho Xuan District Investment and Construction Project Management Board is implementing a project to upgrade and repair weak sections of the Tieu Thuy River dike, Tho Xuan district according to Decision No. 313/QD-UBND dated January 19, 2023 of the Provincial People's Committee Chairman; including the dredging and expanding the riverbed to ensure flood drainage for the Sao Vang airport area. At the same time, the Provincial People's Committee will direct Song Chu One Member Co., Ltd. (the management, operation and exploitation unit) to carry out regular dredging and clearing of the flow before the rainy and flood season to remove blockages on the Tieu Thuy canal system and closely monitor the developments when operating the Tieu Thuy and Hoang Kim sluices accordingly to increase drainage capacity and minimize flooding in the area.
Voters of Yen Dinh district proposed that the province build a wastewater drainage canal on the right side of the Stone Mining and Processing Craft Village Area (in 2020, the province built a canal on the left side of the main road of the Craft Village Area). According to the response: To consider and resolve the voters' request; assign the People's Committee of Yen Dinh district to proactively inspect and determine the necessity of building a wastewater drainage canal on the right side of the Stone Mining and Processing Craft Village Area according to the above-mentioned request. In case it is not necessary to build a canal, assign the People's Committee of the district to send a written reply to the voters; in case it is necessary to build a canal, assign the People's Committee of Yen Dinh district to proactively develop a plan, arrange a source of fees for treatment, ensure drainage for the above-mentioned area and in accordance with related planning; report the implementation results to the Provincial People's Committee before June 30, 2024 for consideration and response to the voters' request.
Voters of Thieu Hoa district proposed that the province invest in dredging the entire Dua River, especially the downstream section (Dua River - Hoang River). According to the response: On June 14, 2023, the Provincial People's Committee issued Official Dispatch No. 8355/UBND-NN assigning the Department of Agriculture and Rural Development to preside over and coordinate with the People's Committees of Thieu Hoa, Trieu Son, Dong Son, Nong Cong, and Quang Xuong districts to focus on deploying and implementing a number of solutions to ensure drainage for the Dua River in particular and the Hoang River system in general during the flood season of 2024 and the following years, specifically: Annually, organize dredging, clear the flow, and clear blockages on drainage axes; especially local blockages on the main stream of the Hoang River and Dua River, ensuring drainage during the flood season (required to be completed before June 30 every year). In the long term, based on the actual situation, proactively develop plans and arrange fees for dredging, maintaining, repairing and upgrading works in the management area, ensuring the safety of works, drainage capacity and compliance with approved planning; report to the Chairman of the Provincial People's Committee for consideration of funding support if it exceeds the capacity or authority of the locality.
Voters of Vinh Loc district proposed to consider early implementation of hardening the alluvial riverbank area, building embankments on the Ma River section from Giang Dong village to Nghia Ky village. According to the response: On December 14, 2023, the Provincial People's Committee issued Official Dispatch No. 18957/UBND-NN on handling landslides on the Ma River bank through Nghia Ky village and Giang Dong village, Vinh Hoa commune (Vinh Loc); in which the Vinh Loc District People's Committee was assigned to select a qualified consulting unit to conduct surveys, calculations, assessments to determine specific causes and propose solutions to handle landslides. Accordingly, the Vinh Loc District People's Council issued Resolution No. 208/NQ-HDND dated December 22, 2023 on the investment policy for the project to build hydrological and hydraulic models to determine the causes of landslides on the Ma River bank in Giang Dong village and Nghia Ky village, Vinh Hoa commune (Vinh Loc). On April 1, 2024, the People's Committee of Vinh Loc district issued Document No. 84/TTr-UBND proposing the investment policy for the emergency treatment project for landslides on the banks of the Ma River in Giang Dong village and Nghia Ky village, Vinh Hoa commune (Vinh Loc); The Provincial People's Committee assigned the Department of Planning and Investment to preside over, provide advice and proposals, and report to the Chairman of the Provincial People's Committee in Official Dispatch No. 4891/UBND-THKH dated April 10, 2024.
Voters of Ha Trung district requested to continue to pay attention to investing in upgrading the remaining uninvested dykes of Hoat River, Tam Diep dyke, and Hon Bong dyke, specifically: Hoat River left dyke (Section from Ha Bac commune to Ha Giang commune, length 9.5 km; Section through Ha Vinh commune, length 1.0 km); Hoat River right dyke (Section through Yen Duong commune, length 1 km; Section through Ha Lai commune, length 1.5 km); Tam Diep dyke (Section through Ha Vinh commune, length 2.5 km. Hon Bong dyke: Section through Ha Son commune, length 1.8 km). According to the answer: Regarding the upgrade of the left dike of Hoat River (section through Ha Bac commune - Ha Giang commune): On June 30, 2023, the Ministry of Agriculture and Rural Development issued Decision No. 2635/QD-BNN-TL approving the project to enhance flood drainage capacity in the Northern Thanh Hoa region, including the upgrade of the left dike of Hoat River section through Ha Bac commune with a total length of L = 2,014 m (Thanh Hoa Agricultural and Rural Development Project Management Board is the investor). To ensure the safety of the dike project during the flood season of 2024 and the following years, it is recommended that the People's Committee of Ha Trung district have a plan to prevent floods and storms and prepare conditions in terms of materials, human resources, and means according to the motto "4 on-site", ... to promptly respond when incidents occur. In the long term, it is recommended that the People's Committee of Ha Trung district develop a plan and report to the Provincial People's Committee for consideration of supporting funding sources appropriate to the province's conditions to invest in repairing and upgrading dike sections that do not ensure flood, storm and flood prevention according to the plan, meeting the requirements and aspirations of voters.
Regarding upgrading the left dike of Hoat River (section through Ha Vinh commune): The left dike of Hoat River through Ha Vinh commune is 5.7 km long from K26+355 - K32+055, of which the dike surface has been upgraded and hardened with concrete from the beginning of the route to Dinh culvert (K31+063), the remaining section from Dinh culvert to the end of the route has a low, small dike surface, and the elevation does not meet design standards. Currently, the section from K30+260 - K30+980 is in the process of repairing, upgrading, and completing the dike cross-section (according to the content of Resolution No. 193/NQ-HDND dated December 23, 2022 of the People's Council of Ha Trung district on deciding on the investment policy for the project to upgrade the left dike of Hoat River, Ha Vinh commune, Ha Trung district); The remaining section from K31+055 - K32+055 has a decision approving the investment policy for the repair and renovation project (in Resolution No. 259/NQ-HDND dated December 21, 2023 of the People's Council of Ha Trung district).
Regarding upgrading the right dike of Hoat River (1km long through Yen Duong commune, 1.5km long through Ha Lai commune): This is a dike managed by the locality. To ensure the rescue work during the rainy and flood season and facilitate the traffic of people in the area, it is necessary to invest in repairing and upgrading the right dike of Hoat River through Yen Duong commune. It is recommended that the People's Committee of Ha Trung district develop a flood and storm prevention plan for the project to ensure the safety of people and property during the rainy and stormy season of 2024 and the following years; in the long term, it is recommended that the People's Committee of Ha Trung district develop a plan and report to the Provincial People's Committee for consideration of supporting funding sources suitable to the provincial budget conditions for repair and upgrading, meeting the requirements and aspirations of voters.
Regarding the upgrading of Tam Diep dike (section through Ha Vinh commune): The current status of the Tam Diep dike section through Ha Vinh commune is 5.5km long from K7+300 - K12+800; in 2023, 2.6km was upgraded, the remaining 2.9km of the dike cross-section is low and small, many locations have "potholes" causing difficulties for traffic and dike rescue work. On March 24, 2022, the People's Council of Ha Trung district issued Resolution No. 104/NQHDND on deciding on the investment policy of the Tam Diep river dike upgrade project, Ha Vinh commune section (Ha Trung), accordingly upgrading and expanding the Tam Diep river dike section in Ha Vinh commune (Ha Trung) with a length of 2,592m to ensure flood protection elevation with a frequency of P = 5% (Ha Trung district People's Committee is the investor). Currently, the project is being implemented, expected to start construction in 2024.
Regarding the upgrading of Hon Bong dike (section through Ha Son commune, length 1.8 km): The current status of Hon Bong dike route through Ha Son commune is 3 km long, starting from Bong culvert to the end of the dike adjacent to Long Son road, Ha Long commune, the dike crest elevation of the entire route (+8.50) m has met the designed flood protection elevation, of which 1.2 km of the dike surface has been reinforced with concrete and the remaining 1.8 km of the dike surface has been reinforced with crushed stone aggregate. This is a dike route managed by the locality, to ensure the rescue work of the dike during the rainy and flood season and facilitate the traffic of people in the area, the investment in repairing and upgrading the Hon Bong dike route (section through Ha Son commune, Ha Linh commune) is necessary. Propose that the People's Committee of Ha Trung district develop a flood and storm prevention plan for the project to ensure the safety of people and property during the rainy and stormy season in 2024; In the long term, it is recommended that Ha Trung district develop a plan and report to the Provincial People's Committee for consideration of supporting funding sources suitable to the provincial budget conditions to invest in repairing and upgrading the above dike section, meeting the requirements and aspirations of voters.
Voters of Thach Thanh district proposed that the province invest in building a river embankment in Dinh Thanh village and Go Vung area in Ngoc Nuoc village, Thanh Truc commune. According to the answer: The river bank area in Dinh Thanh village and Go Vung area in Ngoc Nuoc village, Thanh Truc commune (Thach Thanh) has experienced river bank erosion, the landslides are located along the river bank with a length of about 1.0 km. This is an area without a dike, the current status of the river bank in the landslide area mentioned above is uninhabited, the landslide area is mainly agricultural land, there is no risk of affecting people's lives and property. In the immediate future, the People's Committee of Thach Thanh district is requested to implement safety measures such as setting up fences and posting warning signs so that people are aware and do not approach the landslide area. In the long term, the Provincial People's Committee will direct the People's Committee of Thach Thanh district to study and prepare a report proposing an investment policy to build a river embankment when there are conditions for capital sources.
