Two years, received nearly 200 petitions

The monitoring delegation includes leaders of the Hai Phong City Fatherland Front Committee and representatives of socio -political organizations, implementing the monitoring content according to the plan set by the Standing Committee of the City Fatherland Front Committee.

According to the report of the People's Committee of Duong Kinh district, from January 1, 2023 to present, the People's Committee of Duong Kinh district has received nearly 200 petitions from voters and people in the area.

Of these, 103 recommendations were made at the voter meetings, including: 63 recommendations related to urban, construction, and planning; 13 recommendations related to the economic and budgetary sectors; 13 recommendations related to land and environment; 9 recommendations related to culture and society...

Regarding the settlement results, the locality has resolved 3 petitions in the economic and budgetary fields (reaching over 23%); 8 petitions in the urban, construction and planning fields (reaching 12.7%) and 1 petition in the cultural and social fields (reaching 11.11%)...

The Standing Committee of the Hai Phong City Fatherland Front Committee organized supervision at the People's Committee of Duong Kinh District on the settlement of opinions and recommendations of voters and people.

In addition, there were 93 opinions and recommendations from the people, including: 50 recommendations related to urban areas, construction, and planning; 19 recommendations related to land and environment; the rest related to culture, society; national defense, security, etc.

Regarding the settlement results, the locality has resolved 7 petitions in the fields of urban, construction, and planning (reaching 14%); is resolving 100% of petitions in the fields of land, environment, and the fields of economy and budget...

Many recommendations beyond authority

At the monitoring session, Mr. Dang Xuan Dien, Vice Chairman of Duong Kinh District People's Committee affirmed: Voters' opinions and recommendations are one of the important information channels for the District People's Committee to grasp the situation at the grassroots level and in localities, especially urgent and outstanding issues.

Some opinions and recommendations from voters regarding investment in works and projects are very legitimate and in line with the requirements of urban development, but due to limited funding and the need to prioritize and be urgent, they have not yet met voters' wishes. Some opinions and recommendations are under the authority of the Government, beyond the authority of Duong Kinh district, so the locality can only coordinate, monitor and urge.

“Some opinions and recommendations from voters and people cannot be implemented due to legal regulations and planning issues...”, Mr. Dang Xuan Dien emphasized.

During the monitoring session, many members of the monitoring team said that the results of resolving the petitions of voters and people of Duong Kinh district were still low. At the same time, they requested the leaders of Duong Kinh district to add a deadline and specific plans to resolve the above petitions in the coming time.

Receiving opinions from members of the monitoring delegation, leaders of departments, offices and Chairman of Duong Kinh District People's Committee Nguyen Minh Phuong explained specific difficulties and problems in the process of resolving petitions related to issues such as: Residential land limit; upgrading facilities of medical centers and adding more doctors with good expertise to the facilities; completing the records of 16 martyrs who have been brought back to worship at the martyrs' cemetery; overcoming the consequences of storm No. 3 in the fields of agriculture, aquaculture, etc.

Vice Chairwoman of the Hai Phong City Fatherland Front Committee Nguyen Thi Phuong Thao requested the People's Committee of Duong Kinh District to absorb the opinions of the members of the monitoring delegation, promptly urge and thoroughly resolve the recommendations of voters and people in the soonest time.

Concluding the monitoring session, Vice Chairwoman of the Hai Phong City Fatherland Front Committee Nguyen Thi Phuong Thao assessed: The People's Committee of Duong Kinh District promptly issued a document assigning specific tasks to departments and units to review and resolve the recommendations of voters and people in the past time.

Ms. Thao also requested that the People's Committee of Duong Kinh District should accept the opinions of the members of the monitoring delegation, promptly urge and thoroughly resolve the above recommendations as soon as possible. All recommendations from voters and people will be compiled by the Hai Phong City Fatherland Front Committee and reported to competent authorities for consideration and resolution.
