Supervising the implementation of policies for commune-level officials and civil servants who retire early or are redundant due to administrative unit rearrangement in Hai Lang district.

Today, October 10, the Legal Committee of the Provincial People's Council worked with Hai Lang district on the results of implementing Resolution No. 88/2022/NQ-HDND dated December 9, 2022 of the Provincial People's Council stipulating support policies for commune and town officials and civil servants who retire early or quit their jobs due to redundancy due to administrative unit rearrangement in Quang Tri province (Resolution No. 88).

Reporting at the working session, the People's Committee of Hai Lang district said that after rearranging 8 commune-level administrative units, the whole district had a surplus of 72 cadres and civil servants. As of September 2024, 67 cases had been rearranged, and the remaining 5 cases were expected to complete the rearrangement plan by December 31, 2024. For non-professional commune-level workers at the time of merger, there were 91 people; after rearrangement, there were 40 surplus people, who were given a one-time subsidy of more than 603 million VND.

Assessing the effectiveness of the implementation of Resolution No. 88, Hai Lang District People's Committee said that the superiority of the resolution's preferential financial policies such as calculating the working time for social insurance payment, the average support level of 1/2 month of current salary and allowances has encouraged those with long-term working experience to retire early and quit their jobs immediately.

In the past time, Hai Lang district has propagated and mobilized 5 redundant commune-level cadres and civil servants to implement the policy of streamlining payroll and enjoy support policies according to Resolution 88 with a payment cost of more than 405 million VND; continuing to implement with 2 cases, with an estimated payment cost of more than 339 million VND.

Regarding the resolution's problems, the subjects of application are only commune-level cadres and civil servants who retire early or quit their jobs immediately due to redundancy due to administrative unit rearrangement, so the number of cadres and civil servants eligible for the policy is still small.

Senior officials and civil servants in communes that do not implement administrative unit arrangement or in merged communes but are not redundant, if they retire early or quit their jobs immediately, they will not enjoy the policy, causing some officials to worry. Policy funding is guaranteed by the district budget from regular funding sources and other legal financial sources, causing difficulties for localities due to limited budget resources.

From there, it is recommended to add the subjects of communal-level cadres, civil servants and non-professional workers in communes, wards and towns to arrange administrative units that are not eligible for the support policy. It is recommended that the Provincial People's Council adjust the funding source for implementing the resolution to the provincial budget.

Head of the Provincial People's Council's Legal Committee Nguyen Van Khoi acknowledged the above difficulties and problems, especially the implementation of Resolution No. 88 and the recommendations of the Hai Lang District People's Committee to study and synthesize and submit to the Provincial People's Council for consideration and decision in the coming time.

At the same time, it is noted that localities need to proactively develop plans to arrange redundant cadres and civil servants after the merger of commune-level administrative units for the new period, ensuring compliance with regulations.
