The hardship of realizing Tran De Seaport - the super gateway seaport of the Mekong Delta region

There are still difficulties and obstacles in calling for investment because the Project has a very large scope, combines many functions, and implementation practice requires clearly defining the subdivisions to determine the scope and items of calling for investment.

Reporting on the implementation of key projects in Can Tho City, Steering Committee No. 66 - Can Tho City Party Committee said that although the Tran De Port Investment Project has recently attracted the interest of many investors, most of them have only stopped at the level of research and survey; a specific project proposal has not yet been formed (objectives, scope, financial model, implementation roadmap).

There are still difficulties and obstacles in calling for investment because the Project has a very large scope, combining many functions (wharf, channel, water area, shore transfer, logistics - port, maritime services...). According to regulations, it is not mandatory to establish functional zoning plans; however, practical implementation requires clearly defining the zonings (boundaries, area, functions, technical indicators) to determine the scope - investment calling items for each component or for the entire Project and determine the appropriate form of investor selection.

Tran De seaport plays the role of a gateway port for the Mekong Delta region, promoting socio -economic development for the entire region.

To ensure the progress and feasibility of the Project, according to the Steering Committee, it is necessary to focus on implementing a number of key contents.

Accordingly, it is necessary to review the planning, continue to update, and ensure that the Project is consistent with the Can Tho City Planning after the merger.

It is necessary to specifically identify the subdivisions in the port area to clearly orient the scope and items calling for investment. At the same time, review the legal basis and determine the form of calling for investment. Based on the functional subdivision, propose appropriate forms of investment.

Along with that, proactively prepare working content with the Ministry of Construction and the Ministry of Finance on capital mechanisms and specific mechanisms to soon complete procedures to submit to the Prime Minister.

In addition, it is necessary to conduct a preliminary survey of the number of households affected by the project and the need for resettlement (including graves) to propose an investment plan for the resettlement area. At the same time, localities should consider and review the need to propose investment in building cemeteries to relocate graves in the land acquisition area for project implementation.

On May 13, 2025, the Ministry of Construction issued Decision No. 590/QD-BXD approving the Detailed Planning for the development of land and seaport areas in Soc Trang for the period 2021-2030, with a vision to 2050 (including the wharf areas: Ke Sach, Dai Ngai, Tran De and buoy wharves, anchorage areas, transshipment areas, storm shelters).

In particular, the focus is the offshore port of Tran De estuary, according to the plan by 2030, with a scale of 2-4 general, container, and bulk cargo wharves with a total length of 800 m - 1,600 m, receiving general and container ships with a capacity of up to 100,000 tons, bulk cargo ships with a capacity of up to 160,000 tons, meeting the need for goods passing from 24.6 million tons - 32.5 million tons. Investing in the onshore transfer wharves at Tran De with a scale and investment process suitable to the scale of investment in the offshore port of Tran De estuary according to the plan to support port exploitation activities.

By 2050, Tran De offshore port is expected to develop about 14 wharves to meet the growing demand for goods.

According to Decision No. 886/QD-TTg dated July 24, 2023 of the Prime Minister approving the Plan, policies, and resource solutions to implement the Master Plan for the development of Vietnam's seaport system for the 2021-2030 period, with a vision to 2050, Tran De port area (start-up phase) is included in the List of projects expected to be invested with enterprise capital for the period up to 2030, with a total investment of about 50,000 billion VND.

In Resolution 13-NQ/TW dated April 2, 2022 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Mekong Delta region until 2020, with a vision to 2045, it is determined that by 2030, "the seaport system will be completed according to the plan, in which Tran De port will develop into a special seaport and regional gateway".
