Assign focal point to handle proposal for Binh Duong - Suoi Tien metro line with capital of 56,301 billion VND

The Government Office has just issued Official Dispatch No. 3527/VPCP – CN to the Minister of Finance and Chairman of the Ho Chi Minh City People's Committee, conveying the direction of Deputy Prime Minister Tran Hong Ha on the investment in the Urban Railway Line No. 1 Project (Binh Duong New City – Suoi Tien, Ho Chi Minh City).

Accordingly, the Deputy Prime Minister assigned the Ministry of Finance to study and review the Pre-feasibility Study Report of the Urban Railway Line No. 1 Project (Binh Duong New City - Suoi Tien, Ho Chi Minh City) according to the submission of the People's Committee of Binh Duong province.

The Ministry of Finance is also assigned to guide the People's Committee of Binh Duong province to supplement and complete the dossier in accordance with relevant legal regulations; in case the dossier meets the appraisal conditions, the Ministry of Finance will promptly submit to the Prime Minister to establish a State Appraisal Council to appraise the Project's Pre-Feasibility Study Report in accordance with regulations.

The Deputy Prime Minister assigned Binh Duong province to closely coordinate with the Ministry of Finance, Ho Chi Minh City People's Committee and relevant agencies to complete the dossier in accordance with the provisions of the law on public investment, the law on state budget and other relevant laws.

Previously, the People's Committee of Binh Duong province issued Document No. 2299/Tr-UBND proposing the Government to submit to the National Assembly for consideration and decision on the investment policy for the Urban Railway Line No. 1 Project, Binh Duong New City - Suoi Tien.

The project starts at Station S1 (New City Center) in Hoa Phu Ward, Thu Dau Mot City, Binh Duong Province; ends at Suoi Tien Bus Station (HCMC Urban Railway Line No. 1) in Binh Thang Ward, Di An City, Binh Duong Province.

The main route is expected to be 29.01 km long (not yet investing in the depot connection section and the 3.42 km connection section) passing through 4 cities of Binh Duong province: Tan Uyen, Thu Dau Mot, Thuan An and Di An.

The route connects the central New City of the province, Thuan An, Di An with Suoi Tien tourist area, and together with metro line No. 1 (Suoi Tien - Ben Thanh) of Ho Chi Minh City, forms the urban railway line of the Region (Binh Duong New City - Suoi Tien - Ben Thanh).

Regarding the main technical standards, urban railway line No. 1, Binh Duong New City - Suoi Tien is a double-track line, 1,435 mm gauge, electrified; design speed 120 km/h.

The line has trains using distributed power unit (EMU) technology with 19 stations, 1.7 km apart. The preliminary total investment of the project is about 56,301 billion VND, of which the cost of site clearance is 6,679 billion VND; the cost of construction is 20,265 billion VND; the cost of equipment is 15,287 billion VND; the cost of management, consulting, and other costs is 5,333 billion VND; the contingency cost is 8,737 billion VND.

To be proactive and flexible in using capital sources, Binh Duong Provincial People's Committee proposed that the capital sources for the Project include the state budget from the Central, local and other legal capital sources, of which the provincial budget is 21,654 billion (39%); TOD is 23,387 billion (41%) and Central support is 11,260 billion (20%).

Binh Duong Provincial People's Committee plans to establish and approve the project investment policy in the second quarter of 2025; establish and approve the feasibility study report from the second quarter of 2025 - the second quarter of 2026; select the EPC contractor from the third quarter of 2026 - the first quarter of 2027; clear the site in the second quarter of 2027 - the second quarter of 2028; start and construct the project from the second quarter of 2027 to 2031.
