On the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), Professor, Dr. Ignacio Bartesaghi, Director of the Institute of International Trade at the Catholic University of Uruguay, had positive assessments of Vietnam's comprehensive development and deep international integration over the past decades.
According to Professor Bartesaghi, who is also the coordinator of the ASEAN-Southern Common Market (MERCOSUR) Chamber of Commerce, Vietnam has undergone profound changes in recent times, especially in the manufacturing and industrial sectors.
From a traditional agricultural country, Vietnam has risen to become one of the emerging economies capable of exporting high-tech goods to the world. This process cannot be separated from the strategy of attracting foreign direct investment, as well as the significant improvement of infrastructure in major cities, contributing to a clear change in the country's appearance.
Professor Bartesaghi believes that the outstanding factor in Vietnam's foreign policy is flexibility. Vietnam has skillfully maintained good relations with partners in and outside the region, actively participated in the ASEAN Community, and established close cooperative relations with major powers such as the US and countries in the European Union (EU). Thanks to that, Vietnam has not only expanded its foreign space, but also created favorable conditions for investment capital and technology to flow in, serving the goal of sustainable development.
In the field of education and training, the Uruguayan expert commented that Vietnam is increasingly promoting the internationalization process, not only through receiving foreign students and scholars, but also proactively sending Vietnamese students to study abroad.
In recent years, academic cooperation between Vietnam and Latin America has developed significantly. Many universities in Vietnam welcome students from Latin America, not only for the purpose of cultural exchange but also for cooperation in the fields of production, technology and innovation.
Regarding the Catholic University of Uruguay, Professor Bartesaghi shared that his school is honored to establish a partnership with the Foreign Trade University of Vietnam. The two sides have implemented student exchange programs and hope to continue to expand this activity in the near future.
Professor Bartesaghi said that Vietnam has shown its acumen in seizing development opportunities, with a clear strategy and focus on economic, technological and international trade cooperation. He believes that in the coming time, Vietnam will continue to maintain its growth momentum and play a more active role in the global production and trade network.
