Extracurricular tutoring program
Article 6 of Circular 29/2024 stipulates that organizations or individuals organizing extracurricular tutoring activities outside of school with fees charged to students must register their business in accordance with the law.
At the same time, information about the subjects offered as supplementary classes, the duration of supplementary classes for each subject and grade level, and the location, format, and time of supplementary classes must be publicly displayed on the electronic portal or posted at the tutoring center's headquarters.

The centers also need to publicly disclose the list of tutors and the tuition fees before enrolling students in tutoring classes.
In addition, those who provide extracurricular tutoring must ensure they possess good moral character and professional competence appropriate to the subject they teach.
Teachers currently teaching at schools who participate in extracurricular tutoring must report to the Principal, Director, or Head of the school about the subject, location, format, and time of the tutoring.
In addition, Article 4 of Circular 29/2024 clearly stipulates the cases in which teachers are not allowed to provide extra tutoring, including:
- Extracurricular tutoring is not permitted for primary school students except for enrichment in arts, sports , and life skills.
- Teachers are not allowed to provide paid tutoring outside of school hours to their own students.
- Public school teachers are not allowed to participate in managing or operating extracurricular tutoring, but they can still participate in tutoring outside of school.
Based on the above content, it can be seen that extracurricular tutoring does not strictly prohibit teaching ahead of the school curriculum. Instead, Circular 29/2024 only stipulates that teachers providing extracurricular tutoring are not allowed to tutor students in regular classes.
Regulations regarding tuition fees for extra classes.
The fees for extracurricular tutoring are determined by agreement between parents, students, and the tutoring center. The collection, management, and use of these fees must comply with the laws on finance, budget, assets, accounting, taxation, and other relevant regulations.
