Vehicle inspection is an important procedure to ensure technical safety and environmental protection for vehicles participating in traffic. Below are detailed instructions on the necessary documents and procedures when going for vehicle inspection.

1. Documents required for car registration
When registering a car, the owner must declare information and prepare documents according to regulations. This file is created except for the first registration to issue only the Inspection Certificate and Inspection Sticker with a validity period of 15 days. Specifically:
- Vehicle registration: The vehicle owner must present the original Vehicle Registration Certificate issued by a state agency, or the original Receipt of the original Vehicle Registration Certificate in case the vehicle is mortgaged at a bank (with a copy of the registration certificate attached). If the vehicle is under financial lease, a copy certified by the leasing organization must be provided.
- Factory quality inspection certificate: Applicable to domestically manufactured and assembled motor vehicles, except for liquidated vehicles.
- Certificate of quality of renovation: For renovated motor vehicles, it is necessary to submit the original Certificate of technical safety and environmental protection quality after renovation.
- Copy of chassis number and engine number: Applicable to motor vehicles exempted from inspection according to regulations in Circular 16/2021/TT-BGTVT.
In addition, vehicle owners need to declare information according to Appendix I issued with Circular 16/2021/TT-BGTVT.
When bringing your vehicle to the inspection unit, you need to bring the following documents:
- Vehicle registration (original or receipt).
- Information about the journey monitoring system and camera (if the vehicle is required to be installed).
- Declaration of transportation business (if any) according to the form in Appendix I issued with Circular 16/2021/TT-BGTVT.
These regulations are clearly stated in Article 6 of Circular 16/2021/TT-BGTVT, which has been amended and supplemented in Circular 2/2023/TT-BGTVT and Circular 08/2023/TT-BGTVT.
2. Location and procedure for vehicle inspection
Place of implementation
Vehicle owners can create a profile and have it inspected at any inspection unit nationwide. Adding or modifying vehicle profiles can also be done at these units.
Inspection process
Motor vehicles must be inspected on the inspection line at the inspection unit. However, there are some cases where inspection is exempted or performed outside the inspection line, including:
- Exemption from first inspection: For newly manufactured, unused vehicles that are exempt from inspection according to Circular 16/2021/TT-BGTVT.
- Oversized, overloaded vehicles: Oversized, overloaded motor vehicles or vehicles that cannot enter the inspection line will have their braking performance and efficiency checked outside the inspection line, or inspected outside the inspection unit if necessary.
- Vehicles that cannot be moved to the inspection unit: Some special cases such as vehicles operating on islands, vehicles serving national security or performing urgent tasks (natural disaster prevention, epidemics) can be inspected outside the inspection unit.
Exemption from first inspection for new vehicles
Motor vehicles that have not been used, have a Factory Quality Inspection Certificate or a Certificate of Technical Safety and Environmental Protection, and have a year of manufacture within 2 years from the year of application, will be exempted from the first inspection. This applies on the condition that the vehicle has a complete and valid dossier as prescribed.
Regulations on inspection exemption and inspection locations are specified in Article 5 of Circular 16/2021/TT-BGTVT, amended in Circular 2/2023/TT-BGTVT.
