Dong Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front emphasized this in his speech at the 25th Provincial Congress of the Vietnam Fatherland Front for the 2024-2029 term. At the same time, he suggested some more contents for the Vietnam Fatherland Front of Thanh Hoa province to better perform its core political role, mobilizing all classes of people to promote the glorious tradition of the province, continue to unite, strive to successfully implement the goals and tasks in the new revolutionary period. Dear Comrade Do Trong Hung, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council;
Dear Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Heroes of Labor;
Dear leaders and former leaders of Thanh Hoa province;
- Ladies and gentlemen, comrades and the entire Congress!
Today, I am very happy and excited to attend the 15th Congress of the Vietnam Fatherland Front of Thanh Hoa province (term 2024-2029). First of all, I would like to send my respectful greetings, health wishes, warm feelings and congratulations to the Provincial Party Secretary, leaders, former leaders of the province, delegates and the entire Congress.
Dear delegates and the entire Congress!
I agree and highly agree with the draft documents submitted to the Congress. In order for the Congress to have more information for discussion, I would like to suggest the following contents:
1. On the results of implementing the Resolution of the Congress of the Vietnam Fatherland Front at all levels (term 2019 - 2024):
We are implementing the Resolution of the Vietnam Fatherland Front Congress at all levels for the 2019-2024 term in the context of many fluctuations, complexities, unpredictability in the world and in the country, fierce and tense competition between major powers; armed conflict between Russia and Ukraine; the outbreak of the COVID-19 pandemic causing serious consequences... In that context, promoting the tradition of solidarity and consensus, the Vietnam Fatherland Front at all levels has actively propagated and mobilized people to enthusiastically participate in patriotic emulation movements, major campaigns, contributing efforts together with the entire Party, the entire people, the entire army, striving to achieve many important and comprehensive results in the following fields: Political stability; economic recovery and development; cultural and social issues are addressed; social security is ensured; national defense and security are strengthened; foreign affairs have achieved impressive results; Party building and rectification, anti-corruption and negativity have achieved comprehensive results; People's lives continue to improve, people's trust in the Party and State is enhanced; the strength of the great national unity bloc is constantly consolidated and enhanced.
The Party, the State and the entire political system have paid special attention to the work of the Front:
General Secretary Nguyen Phu Trong has devoted much effort to researching theories, summarizing practices, and publishing the book: "Promoting the tradition of great national unity, building our country to be increasingly rich, civilized, and happy", consistently and thoroughly demonstrating the Party's policy on the role of the people, relying on the people to build the Party and the State; on the tradition and strength of great national unity in the cause of building and defending the Fatherland.
Along with that, the Politburo issued a decision to upgrade the Party Delegation of the Vietnam Fatherland Front from being directly under the Secretariat to being directly under the Politburo. Currently, the Party Delegation of the Vietnam Fatherland Front includes the President, Vice Presidents of the Vietnam Fatherland Front, 5 comrades who are leaders of socio-political organizations and comrades who are members of the Party Central Committee participating in the Presidium of the Central Committee of the Vietnam Fatherland Front. (This is a very new decision, the Politburo has decided to upgrade the Party Delegation of the Vietnam Fatherland Front from being directly under the Secretariat to being directly under the Politburo. Thus, at the Central level, there are only the Party Delegation of the National Assembly, the Party Committee of the Government and the Party Delegation of the Vietnam Fatherland Front directly under the Politburo to be strong enough to be a political organization, a union of voluntary political organizations, consultative, unified leadership of the revolutionary movement of the masses).
The Politburo issued Conclusion No. 35-KL/TW on leadership positions in the political system, accordingly, the Vietnam Fatherland Front at all levels was raised one level in the system of leadership positions.
In particular, the Central Executive Committee summarized 15 years of implementing Resolution 23-NQ/TW, issued Resolution No. 43-NQ/TW dated November 24, 2023 on continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy.
The highlight of this term is that the Vietnam Fatherland Front has proactively, actively and effectively participated in the work of preventing and fighting the COVID-19 pandemic. Under the leadership and direction of the Party, the administration of the State, deeply imbued with the call of General Secretary Nguyen Phu Trong, the Vietnam Fatherland Front at all levels has promoted the tradition and strength of the great national unity bloc. Mobilizing all levels, sectors, agencies, units, organizations and individuals at home and abroad to contribute human and material resources to the work of preventing and fighting the Covid-19 pandemic. The forces have defied danger, united in fighting the pandemic with unforgettable days, so that our country can overcome the Covid-19 pandemic, gaining the admiration of international friends. The success in the fight against the Covid-19 pandemic once again demonstrates the thought of the great President Ho Chi Minh: "It is a hundred times easier without the people to endure/it is ten thousand times harder to do it with the people" and continues to affirm the spirit of "Unity, unity, great unity/Success, success, great success".
2. On the results of implementing the Resolution of the 14th Congress of the Vietnam Fatherland Front of Thanh Hoa province, term 2019-2024.
Under the leadership and direction of Party committees at all levels, the facilitation of authorities at all levels, and the coordination of member organizations, the Vietnam Fatherland Front at all levels in the province has closely followed the grassroots, successfully implemented the Resolution of the 14th Congress of the Vietnam Fatherland Front of Thanh Hoa province, completed and exceeded 12/12 set targets. I would like to emphasize 3 outstanding results:
(1). Actively propagandize and mobilize voters in the province to enthusiastically vote for the XV National Assembly and People's Councils at all levels for the 2021-2026 term. Under strict isolation conditions to prevent and fight the Covid-19 pandemic, the rate of voters in the province going to the polls reached 99.79%, the highest ever. That is a number that speaks to the patriotism, national pride, and the trust of voters and people in the regime, first of all in the leadership role of Party committees and authorities at all levels in Thanh Hoa province. The Vietnam Fatherland Front at all levels has coordinated well in organizing meetings with voters of National Assembly deputies and People's Councils at all levels; collected and synthesized thousands of opinions sent to the National Assembly and People's Councils at all levels for consideration and resolution according to their authority, truly being a solid bridge between the Party, the State and the people, contributing to promoting democracy, enhancing solidarity and consensus in society.
(2). The Vietnam Fatherland Front at all levels from the provincial to the grassroots level has focused on improving the quality and effectiveness of social supervision and criticism, and providing suggestions for building a strong Party organization and government. During the term, it organized nearly 10,000 independent supervisions, coordinated in supervising more than 8,000; organized 4,450 consultations and social criticisms on local socio-economic development mechanisms, policies, projects and plans; truly promoting the people's mastery. The results of the social supervision and criticism activities of the Vietnam Fatherland Front and its member organizations have been recognized and highly appreciated by Party committees, authorities and people.
(3). Effectively implementing patriotic emulation movements and large-scale campaigns, with many good and creative ways, suitable to the specific conditions of the locality, the results were: mobilizing people to donate 250 hectares of land, contributing 150,000 working days, supporting 2,100 billion VND, making an important contribution to building new rural areas, advanced new rural areas and model new rural areas.
The movement of the whole country joining hands for the poor, leaving no one behind has been implemented more and more effectively, mobilizing thousands of billions of VND, supporting and renovating nearly 5,000 solidarity houses, supporting hundreds of billions of VND for social security work, preventing the Covid-19 epidemic. I am quite impressed with the province's implementation of building 200 models of "Self-managed residential areas on food safety", 31 models of "Bright - green - clean - beautiful - safe residential areas", 300 models of self-managed residential areas for environmental protection..., I am very impressed with the slogan every time I pass through Thanh Hoa province "Thanh Hoa city people speak good words, do good deeds and act friendly", these are good slogans to build a beautiful city in the hearts of people in the country and international friends.
This is also one of the practical bases for the 2024-2029 term, the Vietnam Fatherland Front proposed the 6th program to build self-governing, united, prosperous and happy residential areas.
In addition to the achieved results, the work of the Fatherland Front of Thanh Hoa province in the past term also revealed some limitations and shortcomings as the political report has stated very fully, I will not repeat it. I highly appreciate the term review of the Fatherland Front of the province as quite serious and complete. I propose that the Congress focus on discussing, clarifying the causes, drawing lessons for better implementation in the coming time.
In summary, the Vietnam Fatherland Front of Thanh Hoa province has completed the goals and tasks set out by the 14th Congress. Mobilizing all classes of people to unite and join hands, together with the Party Committee, government, and armed forces of Thanh Hoa province, striving to achieve admirable results: the total product in the area in the first 6 months of 2024 increased by nearly 11.5%, ranking 3rd in the country, ranking first in the 10 provinces and cities with the largest economic scale in the country; being the leading province in the country in disbursing public investment capital in the first 6 months of 2024. From the perspective of evaluating the work of the Front, we believe that this result is the participation of political and social organizations and timely decisions of the government under the effective management of Party Committees at all levels, and this is the result of the people's hearts. Thanh Hoa province is the leading province nationwide in disbursing public investment capital, which is also a testament to the peace of mind of the people, and the province's decisions are all convincing.
Up to now, the whole province has 13 district-level units meeting the NTM standards; 364 communes, 717 mountainous villages and hamlets meeting the NTM standards; 103 communes meeting the advanced NTM standards; 25 communes, 489 hamlets meeting the model NTM standards. In the 2023-2024 national high school excellent student exam, Thanh Hoa province led the country in the winning rate (93%); by the end of 2023, the poverty rate was only 3.59%, the rate of population participating in health insurance reached 92.5%%; the province has done something that many places want to do but cannot do: planning, supporting, and mobilizing 182 households living in the river area to settle down on the shore. The work of Party building and rectification, the fight against corruption and negativity has achieved comprehensive results, solidarity, democracy, and social consensus have been raised; People's trust in the leadership role of Party committees at all levels and the administration of governments at all levels is constantly consolidated and enhanced.
I respectfully request the delegates and the entire Congress to acknowledge, congratulate and commend the valuable results of the Vietnam Fatherland Front of Thanh Hoa province that have contributed to the development of Thanh Hoa province in the past term.
3. On the direction, tasks and goals of the 15th Congress (term 2024 - 2029)
In the coming time, the world and regional situation will continue to have complex, rapid and unpredictable changes that will affect the domestic situation; at the same time, intertwined with difficulties and advantages, requiring our entire Party, people and army to promote the tradition and strength of great national unity, combine with the strength of the times, promote the spirit of self-reliance, strongly arouse the creativity of all classes of people, seize favorable opportunities, overcome difficulties and challenges, strive to achieve comprehensive and greater results. In that spirit, I would like to suggest 05 contents, request the Congress to focus on discussing and agreeing on implementation, specifically as follows:
Firstly , continue to thoroughly grasp the content of Resolution No. 43-NQ/TW dated November 24, 2023 of the 13th Party Central Committee on " Continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy ". Synchronously, resolutely and effectively deploy 7 groups of tasks and solutions stated in the Resolution, in accordance with the specific conditions of Thanh Hoa province.
It is necessary to pay more attention to propaganda and education on the cultural and historical traditions of Thanh Hoa province. A land of outstanding people, rich in revolutionary and heroic traditions. The cradle of Dong Son culture, Thanh Hoa has had 4 kings; is the homeland of Lam Son uprising, Lam Kinh historical relic site; is the homeland of the late General Secretary Le Kha Phieu and many senior leaders of the Party and State; the army and people of Thanh Hoa province have made worthy contributions of human resources and resources to the cause of national liberation struggle, being a great rear base, a gateway, and a throat to the battlefield. During his lifetime, President Ho Chi Minh visited Thanh Hoa province 4 times with many valuable instructions, including the saying: " Now, wherever the Vietnamese language goes, the Dien Bien Phu language goes there; wherever the Dien Bien Phu language goes, the Thanh Hoa people also have a part of the honor" to acknowledge the contributions of the army and people of Thanh Hoa province to the historic Dien Bien Phu victory that resounded throughout the five continents and shook the world. Let us together recall the glorious and rare tradition of the province to further arouse the spirit of patriotism, self-reliance, confidence and aspiration to build Thanh Hoa province to develop and become rich and beautiful, the people to have a prosperous and happy life and soon become a model province as Uncle Ho always wished.
I reported to the Congress about the trip accompanying the President to visit Laos and Cambodia, according to which, the leaders of both countries mentioned very strongly the propaganda and education of traditions. Therefore, for Thanh Hoa province, when promoting propaganda, it will arouse the pride and confidence of the children in the whole province, becoming a soft power to build Thanh Hoa province to develop. Propagating traditions will have educational value to the children to be proud, confident, and strive harder.
Second , continue to innovate thinking and working methods, promote the application of information technology, adapt to the digital society to propagate and mobilize people in the direction of the whole people, comprehensive, focused, key points, close to reality at the grassroots level; improve the quality and effectiveness of campaigns and patriotic emulation movements, with the motto: think honestly, speak honestly, do honestly, get real results and people benefit truly . At the same time, pay attention to implementing well 2 new contents : The emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025" launched by the Prime Minister and the Presidium of the Central Committee of the Vietnam Fatherland Front and the Program to build "Self-governed, united, prosperous, happy" residential areas. (The Vietnam Fatherland Front has no members, no union members, we only have members, so activities in residential areas are the most important, the target of mobilization is the entire population, the nature is comprehensive; how to make people support good deeds and criticize bad deeds, building each village and hamlet in peace is an important basis for stability and development. From ancient times until now, when there is an urgent matter, our ancestors always call out "Oh village, oh country", the village is the neighbors, the country is the manifestation of the political regime; no one calls out "Oh central government", that is why the program "Building self-governing, united, prosperous, happy residential areas" is the highlight of this term, considering it the main area of operation of the Vietnam Fatherland Front).
Third , further promote the people's mastery, improve the substance of social supervision and criticism; contribute ideas to build a clean and strong Party and State; actively participate in preventing and combating corruption and negativity; deeply imbue with the direction of General Secretary Nguyen Phu Trong, in the article commemorating the 94th anniversary of the founding of the Communist Party of Vietnam: "taking " pacifying the people " as the decisive factor in all victories of the cause of building and defending the Fatherland. The people must truly be the subject, the center of all policies and strategies. (Mr. Nguyen Trai once said: "The core of humanity is to pacify the people"; we are his descendants, we must remember that and think more, if the people are not pacified, we must review what we do. We cannot be subjective, if we are subjective, a spark of fire can burn down the whole forest).
Fourth , if we want to innovate our thinking and working methods, and improve the results and quality of our work, cadres are the decisive factor. Therefore, in this term, we must work together to promote the training, fostering, and training of cadres working for the Front, with the motto: Dedication to gain the people's love/Responsibility to gain the people's sympathy/Discipline to gain the people's respect/Dynamics to gain the people's favor.
Reporting to the Congress, many comrades attended the class for strategic cadres. In previous courses, there were no lectures on the Fatherland Front. In this course, the Chairman of the Central Committee of the Vietnam Fatherland Front will give a lecture on the Fatherland Front so that each future strategic cadre will be imbued with the basic contents of the Front's work to build a great national unity bloc. The Vietnam Fatherland Front may not make money or create great projects, but under the leadership of the Party, it will contribute to creating peace and creating something more precious than money - the hearts of the people.
Fifth , in any circumstances, it is necessary to maintain the "blood-flesh" relationship between the Party, the State and the people, maintain the solidarity of the Party Committee, solidarity between components, classes, and social strata, solidarity between ethnic minorities, ethnic majority and ethnic minorities, between religious and non-religious people, between generations of cadres, widely gather social classes and strata, constantly consolidate, strengthen, and promote the tradition and strength of the great solidarity bloc of the whole province: Said is done, gone is arrived, discussed is agreed, decided, the whole province is of one mind, thereby strongly arousing creativity, realizing the aspiration to build Thanh Hoa province by 2025 to be among the leading provinces in the country - a new growth pole, by 2030 to become an industrial province in the modern direction, people have a higher standard of living than the average of the whole country.
4. On the personnel work of the Congress.
Respectfully request that the elders, ladies and gentlemen, and comrades, delegates promote democracy, consensus and consultation to elect the most deserving people: with capacity, prestige, dedication to the work of the Front, high responsibility to the country, to the homeland of Thanh Hoa; have a reasonable structure of components, especially the typical people among workers, farmers, intellectuals, businessmen, ethnic groups, religions, ... so that the Vietnam Fatherland Front of Thanh Hoa province is truly a trustworthy address, a common home of solidarity and consensus of all classes of people in the province . (With the motto that if something is difficult to say, or cannot be said to anyone, we should say it to the Vietnam Fatherland Front, the Fatherland Front will find a way to resolve it, and when the Fatherland Front gives advice to the government, we suggest that the government listen, not be offended and consider it an information channel to consider, make decisions accurately, be open-minded, listen to multi-dimensional opinions to make all decisions more convincing. We must give advice, must speak to make the flowers fragrant, the fruits sweet, speak to satisfy each other, and cannot say and then scatter people's hearts. We must listen to multi-dimensional opinions, then we will certainly be able to solve it).

We deeply believe that, in the coming term, the Vietnam Fatherland Front of Thanh Hoa province will play a better political core role, mobilizing all walks of life to promote the glorious tradition of the province, continue to unite, strive to successfully implement Resolution No. 58-NQ/TW of the Politburo on building and developing Thanh Hoa province to 2030, with a vision to 2045, realizing the aspiration to build Thanh Hoa province into a rich, civilized, modern province; a comprehensively developed and exemplary province of the whole country.
