"Resolving difficulties" in implementing national target programs

BHG - Determining that the implementation of National Target Programs (NTPs) will create a "push" to help improve people's lives, our province has resolutely and synchronously implemented many solutions. However, up to now, the progress of implementation and disbursement of capital sources is facing many difficulties that need to be resolved.

According to the assessment of the functional sector, as of June 20, 2023, the disbursement results of the province's 3 National Target Programs only reached over 663 billion VND, equal to 27.1% of the plan; of which, the New Rural Development Program disbursed over 129 billion VND, reaching 49.8% of the plan. The Sustainable Poverty Reduction Program disbursed over 170 billion VND, reaching 17.6% of the plan. The Socio-Economic Development Program for Ethnic Minorities and Mountainous Areas disbursed over 363 billion VND, reaching 29.7% of the plan.

Director of the Department of Planning and Investment Luong Van Doan said: In order for the national target programs to ensure the right subjects and set goals, the province has strengthened inspection and supervision of the implementation process at the district and commune levels. The Provincial People's Committee assigned departments and branches to monitor, take charge of and guide the districts in implementation. In particular, since the beginning of the year, the province has carried out 2 inspection and supervision rounds, each round establishing 4 working groups, promptly grasping the existing problems, difficulties and obstacles in the implementation of the programs and proposing solutions to remove difficulties for districts and cities to speed up the disbursement progress.

However, in reality, due to institutional and policy problems and too many management and operation documents and proposals from ministries and branches, it has led to difficulties for localities. In particular, the development investment capital has some contents and projects that are not eligible for capital plan allocation, because the Central Government has not approved the list of villages with special ethnic difficulties that are eligible for investment; some projects do not have plans approved by the Provincial People's Committee according to the guidance of the Ethnic Committee; there are capital sources that have been allocated to the district level but have not been implemented, waiting for adjustment according to the guidance. Some districts have not arranged and allocated the district budget to implement the programs; have not allocated all the capital plans that are eligible for implementation because the work of proposing and selecting the project list is slow to implement. Regarding the career capital, the allocation at the district level is still scattered, fragmented, and not suitable to the actual capacity of the implementing staff, leading to inconsistent implementation and prone to errors.

Regarding the management, use and disbursement of development investment capital, the disbursement rate is low. The work of establishing, appraising and approving projects is prolonged because the project survey before proposing the list is not close to reality, leading to the need to adjust the project. Projects under the Sustainable Poverty Reduction Program are large-scale, with 2-step investment procedures but the implementation progress is slow; out of a total of 76 projects being implemented, 34 projects are still completing investment procedures according to regulations, with the capital plan accounting for 61% of the assigned plan. For projects under special mechanisms, many projects have been constructed but do not have complete documents and procedures according to regulations; there is still a situation of project approval confusing the capital sources between national target programs; and the items contributed by the people in the construction and installation costs have not been specifically separated. On the other hand, the notice period for participation in bidding is too short, the bid form has not demonstrated capacity and experience; Lack of volume acceptance minutes, lack of participation of community supervision board and village community representatives in the process of project supervision and acceptance. Limited capacity of investors and communes; slow progress in implementing investment procedures and disbursement...

Through research, the career capital of some communes and district-level units is not yet fully understood the regulations and instructions on implementation procedures, records, payment and settlement documents; some districts have not yet approved production development support projects in 2023; the implementation process is still confusing, leading to slow disbursement of capital, some disbursement contents are not in accordance with regulations. For community production development support projects, the project development is not based on survey results and actual needs from households; some districts decide to approve projects with incomplete content and no list of households participating in the project. Projects to develop production according to value chains, some construction projects with commune and household scale are too large, in which many households have very small areas participating in the chain. The quality of appraisal of projects and production plans is not high, leading to the level of support from the state budget and the counterpart of each household participating in the project not being suitable to reality...

Synchronize removal solution

To overcome difficulties and avoid the situation of "having money but not being able to spend it", the province directed districts to review component projects with large capital plans, slow progress and low disbursement; speed up the completion of procedures in accordance with the correct order, objectives, objects and efficiency. Enhance the role and responsibility of appraisal teams for production development support projects under their authority; guide communes and community groups in project preparation to suit actual conditions, ensuring effective implementation. On the other hand, review decisions on allocating career capital to implement the 3 national target programs in 2022 and 2023 and adjust the budget in cases where the allocation content does not ensure regulations and regimes, expenditure norms or expenditure tasks are not eligible for disbursement.

Chairwoman of Bac Me District People's Committee, Cung Thi May, said: To speed up the implementation of national target programs, the district directs units and localities to carefully study the regulations of the Central and the province on the implementation procedures, records, vouchers for payment and settlement of some contents of the public capital of the 3 programs; focus on overcoming limitations in the implementation process. Strengthen inspection and guidance of budget units and commune-level People's Committees in implementing national target programs, ensuring the completion of procedures, records and vouchers according to financial regulations; regularly update relevant documents, policies and regimes for timely implementation in accordance with regulations; train and improve the capacity of the Commune and Village Community Supervision Boards.

Determining that the implementation of national target programs is difficult, but with high determination and to create synchronization and unity in implementation organization, the province directed to strengthen inspection, supervision and closely monitor the progress of the implementation of 3 national target programs of the district; requesting departments and branches to arrange time and human resources to guide and support districts in the implementation process and reflect difficulties and problems arising at the grassroots level for timely resolution. Speed ​​up the completion of procedures and documents in order, ensure spending on the right targets and objects, and meet the disbursement schedule in 2023.
