Hoa Khe 1 Hamlet currently has 250 households with more than 1,200 people, of which about 30% are Nung ethnic people. People's lives mainly depend on agricultural and forestry production. In recent years, under the close leadership of the Party Cell and the dynamism in mobilizing and organizing of Mr. Ly Van Thu, the hamlet has made strong changes, becoming a bright spot in the construction of new rural areas in the locality.
Since being elected as Party Cell Secretary in 2021, Mr. Thu has always taken the motto "practice and words" as a guiding principle in his work. According to him, to do a good job in mass mobilization, Party members and cadres must take the lead as role models. The Party Cell currently has 14 Party members, assigned to be in charge of residential areas, regularly grasping the living situation, promptly resolving arising issues and orienting propaganda and mobilizing people to well implement the Party's policies and the State's laws and policies. Party cell activities are maintained in a disciplined manner, with a focus on key points, focusing on discussions and making resolutions that are close to real life.
One of Mr. Thu's outstanding achievements is to create a high consensus among the people, joining hands to build rural infrastructure. In the past 5 years, the hamlet has mobilized people to contribute to build 10km of rural concrete roads, accounting for about 60% of the total length of the main roads and inner-hamlet roads. To achieve this result, Mr. Thu and party members in the Party cell and organizations and unions in the hamlet have visited each house to propagate, mobilize, and clearly explain the long-term benefits to the community. Many households have voluntarily donated land, cut down trees and dismantled structures to widen the road surface. Typically, on the inter-hamlet road Ba Qua - Hoa Khe 1 - Hoa Khe 2, people have voluntarily donated over 1,000m2 of land to build the road.
Ms. To Thi Bich, a resident of the hamlet, shared: Difficult tasks such as donating land to build roads, mobilizing people to plant forests according to FSC procedures or taking care of tea according to VietGAP standards, without the dedicated and attentive Party Secretary and Hamlet Chief, we could not do it. My family used to be a poor household, but thanks to the hamlet officials' attention and connection to preferential loan sources, we have risen out of poverty for many years now.
Not only working closely with the people in common work, Mr. Ly Van Thu also pays special attention to developing production and increasing income. Thanks to actively encouraging people to learn, apply technical advances and link production, many households in the hamlet now have stable income from tea and forest products. The whole hamlet currently has 100 hectares of tea (of which 40 hectares have been certified by VietGAP) and 300 hectares of forest (of which more than 200 hectares have been certified by FSC - international standards for sustainable forest management). On average, each year, the hamlet exports about 80 tons of dried tea buds to the market, bringing in revenue of 12-15 billion VND. Many households have built large-scale production models, linked with cooperatives and enterprises, helping to stabilize output and increase product value.

As Secretary of the Party Cell, Mr. Ly Van Thu always promoted the central role of solidarity, effectively arousing and mobilizing the internal strength of the people. Under the leadership of the Party Cell, movements such as economic development, maintaining security and order, protecting the environment, and building a cultural life were implemented synchronously, bringing about clear changes.
The poverty rate has decreased steadily over the years, with an average of 2 households per year. Up to now, the hamlet has only 5 poor households and 6 near-poor households. People's lives have been constantly improved both materially and spiritually, with an average income per capita of over 50 million VND/person/year, belonging to the hamlet with high income in the commune.
Assessing the role of Mr. Ly Van Thu, Comrade Nguyen Thi Phong, Secretary of the Party Committee of Van Han Commune, commented: Comrade Thu is an exemplary and responsible Party Cell Secretary, who speaks and acts. Thanks to his closeness to the people, listening and decisiveness in leadership, Hoa Khe 1 Party Cell has always been a strong Party Cell, successfully completing its tasks for many consecutive years, and is one of the leading grassroots collectives in developing the rural economy and building a cultural life for residential areas. With his dedication and prestige in work, over the years, Mr. Ly Van Thu has always been recognized as a Party member who has successfully completed his tasks.
Mr. Ly Van Thu's work has contributed to changing the face of the countryside and improving people's lives. He always focuses on "practicing what he preaches", being close to the people and caring about their interests, in accordance with Uncle Ho's teachings: "Whatever is beneficial to the people, we must do our best. Whatever is harmful to the people, we must avoid at all costs". He is a grassroots cadre who carries out his work seriously and practically, contributing to spreading the spirit of serving the people from the smallest things.
