Ha Long City determined to implement Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo is an important premise, creating consensus, encouraging cadres, party members and people of the city to compete to successfully carry out local political tasks. Accordingly, the city's Party Committees have focused on leading, directing, organizing research, studying, thoroughly grasping and propagating the full-term and year-end topics on the content, value and great significance of Ho Chi Minh's ideology, morality and style. In which, focusing on the content of "Studying and following Ho Chi Minh's ideology, morality and style on building Vietnamese culture and people, especially on culture in the Party and revolutionary morality in the new situation; building a model, modern, rich, civilized and affectionate Ha Long city". At the same time, this content is included in the program and plan associated with the specific tasks of the locality, agency and unit. From there, each cadre, party member and person is imbued with Uncle Ho's ideology, morality and style; Promote the role and responsibility of setting an example in carrying out political tasks of the locality and unit, associated with specific emulation movements.
The branches and grassroots party committees have attached the emulation of studying and following Uncle Ho to each movement and specific activity, achieving positive results in many aspects of work. Typically, the City Fatherland Front Committee has acted as a bridge of love, bringing kind hearts closer and accompanying children to overcome difficulties. With the amount of 12.5 billion VND mobilized, it has sponsored 120 children in special circumstances. Each disadvantaged child in the city will be supported with 1 million VND/month until they turn 18 years old. Through the program, noble gestures have been spread, becoming a widespread movement.
Ms. Nguyen Bao Phuong, Director of the Ha Long City Public Administration Center, shared: In response to the call of the City Fatherland Front Committee to sponsor children in difficult circumstances in the area, the Center has coordinated with the Department of Internal Affairs and the City Inspectorate to sponsor Nguyen Pham Quynh Anh (born in 2019, Zone 2, Ha Trung Ward) until she is 18 years old with an amount of 1 million VND/month. The unit's staff and employees determined that this is a joint task to share with the city in poverty reduction work, contributing more funds for the children to have conditions to develop comprehensively in all aspects, continue to excel in study and life.
The Cao Thang Ward Women's Union has a model: "Helping people who have made mistakes return to their locality to develop their household economy". The model has reformed, helped, advised, and supported jobs for people in difficult circumstances, at risk of committing crimes, and people reintegrating into the community. Ms. Le Thi Thu Huong, President of the Cao Thang Ward Women's Union, said: Implementing the direction of the City Party Committee to emulate and follow the ideology, morality, and style of Ho Chi Minh, the Ward Women's Union has deployed this model since 2023. Up to now, 15 people have been supported with jobs and loans for production and business. At the same time, it helps the children of these people before the new school year, such as giving bicycles, books, etc.
The Party cells and Party committees under the City Party Committee proactively implemented many models of learning and following Uncle Ho. The Vietnam Fatherland Front and socio-political organizations of the city diversified forms of propaganda, directed charitable and humanitarian activities (sponsoring children, building and repairing houses...) to people in difficult circumstances; implemented many activities to attract community participation (campaigns to clean the environment, classify garbage, donate blood voluntarily...).
The City Police Party Committee with the movement to build a professional force, a grassroots security model, and sponsoring children... The City Military Party Committee effectively maintains the practice of learning and following Uncle Ho, making it a regular habit, the quality of "Uncle Ho's soldiers" of officers and soldiers in the unit. The City People's Court with the slogan "Fairness, justice, impartiality".
The Party Committees of many schools (Hoanh Bo High School, Nguyen Binh Khiem Primary, Secondary and High School...) have focused on building green and friendly school models. 100% of public schools from kindergarten to junior high school under the management of the city and non-public schools have built ethical standards and generalized them into easy-to-remember, easy-to-learn, easy-to-implement slogans: "Each teacher is an example of ethics, self-study and creativity". Hospitals and commune and ward health stations have generalized ethical standards into slogans consistent with the slogan of the health sector: "A good doctor is like a mother"...
Remarkable results
The good implementation of Conclusion No. 01-KL/TW has brought about important results, notably the consensus of the people, many policies of the Party have been put into practice. Typically, the merger of Hoanh Bo district into Ha Long city had the consensus of 98% of voters, 100% of people's council delegates of 33 communes, wards and towns unanimously voted to unify the administrative boundaries of Hoanh Bo district into Ha Long city.
As the capital of the province, where many key projects are being implemented, the issue of land and land fund is facing many difficulties. For many years, Ha Long City has identified site clearance as a key task, requiring high concentration in implementing this task. With the participation of the entire political system, the example of cadres, and the consensus of the people, in recent years the city has handed over land and created favorable conditions for projects to be implemented smoothly, such as: Ha Long - Van Don Expressway; apartment buildings; projects of Sun Group, FLC; projects in the new rural construction program; upgrading and renovating National Highway 18 Ha Long - Mong Duong, Nguyen Van Cu Street, Provincial Roads 336, 337, Loong Toong intersection, expanding National Highway 18 from Bai Chay Bridge to Hoang Quoc Viet Street...
Learning and following Uncle Ho's motto of taking people as the center of service, the city promotes administrative reform, enhances competitiveness, improves the investment environment, and accompanies and supports business development. Up to now, 100% of administrative procedures at district and commune levels have been applied to implement the 5-step administrative procedure settlement process in the electronic environment, associated with the application of digital signatures; the rate of handling administrative procedures before and on time reached 99%. In 2023, for the first time, Ha Long excellently led the rankings of 3 indexes PAR-Index, DDCI, DTI.
Ha Long is the leading locality, completing the earliest in the province in building new and repairing houses for people in difficult circumstances in the area, eliminating near-poor households according to new criteria, maintaining no poor or near-poor households.
The government apparatus is increasingly streamlined and effective; the political qualities, ethics, lifestyle, style, communication, behavior, discipline and work efficiency of cadres, party members and civil servants are improved; awareness of serving the people is getting better. The city's economy continues to grow sustainably, tourism and services continue to recover strongly. Attention is paid to cultural and social fields, social security is ensured.
The content of studying and following Ho Chi Minh's ideology, morality and style has entered the lives of local people. Typically, in Ha Tu ward, in order to have a new, spacious road for teachers and students of Vu Van Hieu High School to go to school..., 19 households with houses on the street voluntarily demolished auxiliary works, built solid gates, donated land... Mr. Nguyen Quan Sang (group 1, area 2, Ha Tu ward) said: "When the city had a policy to expand the road, although my family was in business, I still decided to donate nearly 40 square meters of land on the street to expand the path, making it convenient for people to participate in traffic and for students to go to school".
From 2021-2023, the city has completed 102 projects with a total investment of nearly 320 billion VND. The total donated land is about 35,700m2 , worth nearly 230 billion VND; architectural works are nearly 6 billion VND; cash and in-kind items are nearly 12 billion VND.
Mr. Bui Binh Vi, Deputy Head of the Propaganda Department of Ha Long City Party Committee, said: To continue implementing and spreading the movement of learning and following Uncle Ho, in the coming time, the city will continue to fulfill the exemplary role of cadres and party members, especially key leaders of localities, agencies and units, in accordance with the motto "above first, below last; inside first, outside last", combining "building" with "fighting", "learning goes hand in hand with practice", in order to create a spread in the Party and society; prevent and limit the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution", "self-transformation"... Strictly maintain the regime of Party committee activities, Party cell activities; review and evaluate collectives and individuals annually, associated with reviewing the implementation of the action plan of the leader, the commitment of cadres and party members; continue to promote the emulation movement "Learning and following Uncle Ho", propagate and replicate typical advanced examples...
