The Hanoi People's Committee has requested relevant agencies and units to expedite procedures to soon begin construction on three bridges crossing rivers in the city.
On March 18th, the Hanoi People's Committee Office announced the directive of the Chairman of the People's Committee, Tran Sy Thanh, regarding the progress of the three investment projects for the construction of Tu Lien Bridge, Tran Hung Dao Bridge, and Ngoc Hoi Bridge.

Accordingly, the City People's Committee requested that departments and agencies proactively and flexibly implement procedures to ensure that all conditions are met for the commencement of the Tu Lien Bridge and approach roads (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street) by May 19, 2025. At the same time, they should also promptly commence the following investment projects: the construction of the Tran Hung Dao Bridge, the construction of the Ngoc Hoi Bridge and approach roads.
To achieve this, the head of Hanoi City assigned the Department of Planning and Architecture, the Institute of Construction Planning, and the City's Investment and Construction Project Management Board for Transportation Works to coordinate with the People's Committees of the relevant districts and counties to urgently complete the dossiers and submit them for appraisal and approval of the route location, route plan, and red line boundary of the bridge and approach roads before March 20, 2025.
The Department of Finance is tasked with guiding and organizing the appraisal of contractor selection dossiers submitted by the City's Investment and Construction Project Management Board for Transportation Projects; coordinating and guiding the City's Investment and Construction Project Management Board for Transportation Projects in developing, submitting for appraisal, and approving the overall contractor selection plan, to be completed before March 28, 2025.
The Department of Agriculture and Environment, in coordination with the City's Investment and Construction Project Management Board for Transportation Projects and the People's Committees of relevant districts and counties, will organize the appraisal of environmental impact assessment reports for investment projects concurrently with the process of preparing, appraising, and approving feasibility study reports, to be completed before March 27, 2025.
The City's Project Management Board for Investment and Construction of Transportation Works should promptly publish and provide information related to the Investment and Construction Project of Tu Lien Bridge and the approach roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street) to interested domestic and international contractors for prior study, thereby shortening the EPC bidding time.
Regarding the Tran Hung Dao Bridge construction investment project, the People's Committees of Hoan Kiem, Hai Ba Trung, and Long Bien districts are requested to urgently organize the implementation of land clearance work, prepare, submit for appraisal, and approve the component projects to ensure that the project can commence in the second quarter of 2025.
For the Ngoc Hoi Bridge and approach roads project, relevant units must develop and finalize the documentation, submit it for appraisal and approval of the route and route location, and complete this by March 2025.
