Mr. Nguyen Phu Tien, Deputy Director of the National Digital Transformation Agency, said that since 2020, the Ministry of Science and Technology has issued and deployed the Digital Transformation Index (DTI).

DTI is an important tool to monitor progress, evaluate effectiveness and guide policies to promote digital transformation nationwide.
After 4 years of implementation, Hanoi for the first time ranked first among 34 provinces and cities after the merger in terms of digital transformation level.
Hue City ranked second, followed by Hai Phong and Ho Chi Minh City respectively. Following closely behind the big cities are Thanh Hoa, Dien Bien, and Ha Tinh provinces in 5th, 6th, and 7th place. At the bottom of the list are Cao Bang, Quang Tri, and Hung Yen provinces.
This ranking is calculated based on the average value of the main DTI indicators of the provinces and cities before the merger.
The Ministry of Science and Technology is promoting the popularization and use of digital identities, striving to have 100% of adults have digital identities, payment accounts, and public service accounts by 2026; comprehensive digital transformation and application of digital technology , synchronously combined with the national database system; fundamentally innovating the approach to digital transformation.
