Hanoi spends 1 week testing the 2-level local government model

This is the content of Plan No. 341-KH/TU, dated June 12, 2025 of the Standing Committee of the Hanoi Party Committee on "Trial operation of the two-level local government model in Hanoi".

Ensuring two-level local government operations from July 1

The plan clearly states three purposes, of which, first of all, the trial operation aims to ensure unified direction from the Politburo , Secretariat, and Government on the principles of decentralization, delegation of power, and assignment of authority when operating the two-level local government organization model; implementing the motto: "locality decides, locality acts, locality takes responsibility".

“The pilot is the basis for evaluating the effectiveness of the model, collecting practical data (including administrative procedure processing time, people's satisfaction level and the rate of successful resolution of hypothetical situations) and reporting to the Central Party Secretariat and the Standing Committee of the City Party Committee before June 30, 2025,” the Plan stated.

The plan also aims to promptly deploy legal documents on the organization of two-level local governments; decentralization, delegation of power and assignment of authority. The trial operation also aims to equip knowledge and skills for cadres and civil servants, especially cadres and civil servants at the city and commune levels (new) after the arrangement on basic issues of operation of two-level local governments...

Specialized agencies advising and assisting the City Party Committee, departments, branches and sectors will promptly guide and resolve difficulties and problems, make recommendations and propose issues from local practices, ensuring unified, continuous, smooth, uninterrupted and effective operations when organizing a two-level local government model from July 1, 2025.

The Standing Committee of the City Party Committee requested that the organization of the trial operation of the two-level local government model in the city must ensure substance and efficiency, focusing on a number of basic issues, first of all ensuring consistent leadership and direction in all areas: Public administrative services serving people and businesses, Party building, caring for people's lives, ensuring national defense, security and economic and social construction and development of the City Party Committee, City People's Committee and new commune-level Party Committees and People's Committees.

10 test operations with many hypothetical situations

According to the Plan, on June 19, the city will deploy professional guidance for commune/ward officials and civil servants (new) on state management at the commune level (new); training on the use of software related to handling administrative procedures for people and businesses, and software for the Document Management and Operation System in an online form.

From June 20 to June 26, the two-level government will operate services related to public administrative procedures to serve the people; operate services and work groups related to city and local departments, branches, sectors, people and businesses.

On June 27, the city will hold a meeting to review and draw lessons; continue to deploy synchronously in units.

The trial operation location is at the headquarters of 126 new wards and communes; the locations for receiving and returning results in the city, including 12 branches of the City Public Administration Service Center and public administration service points in new communes/wards.

The plan also specifies 10 pilot groups for the Standing Committee of the Party Committee and the People's Committees of communes/wards to handle hypothetical situations arising before, during and after the operation of the new commune-level local government.

Among them, there are contents such as operating the Document Management and Operation System software: Receiving and transferring outgoing and incoming documents in the political system and the city's official email system. Operating the reception, processing and response to information reflecting the reality of people and businesses through the iHanoi application or directly at the reception counter, guiding administrative procedures in the period from June 20 to June 26.

Operate the online conference system connecting the city with the grassroots. Operate the reception and processing of administrative procedures and records at the commune level for all types of records: copies, authentication, birth certificates, death certificates, etc.; operate the reception and processing of administrative procedures and records connecting new communes/wards with city-level agencies.

Operate the reception and settlement of administrative procedures (household registration, land, construction,...) for cases where people have submitted documents to the old district/town but have not been resolved and hand them over to the new administrative unit for continued settlement. Operate the return of results issued by the old district/town but not yet handed over for return before stopping operations.

Operate, receive and resolve ongoing and pending projects of old districts, towns and cities to coordinate with departments, branches and sectors in the city to continue implementation or submit to competent authorities for consideration and resolution according to regulations (select hypothetical situations of important and complicated nature; for example: construction projects behind schedule due to lack of permits, or land disputes between units).

In addition, the new wards/communes will also operate the mechanism of meeting the Party Executive Committee of the ward/commune; organizing the first session of the People's Council of the ward/commune; meeting the People's Committee of the ward/commune...
