Danang-Quang Nam merger: Trial operation of 6 new wards and communes

On June 13, Director of the Department of Home Affairs of Da Nang City Nguyen Huu Loi informed that from June 21-23, Da Nang City and Quang Nam Province will organize a trial operation of the new People's Committees of wards and communes.

The trial is expected to take place in Ngu Hanh Son, Thanh Khe, Hai Van, Tam Ky wards and Dai Loc and Tien Phuoc communes.

Previously, Chairman of the City People's Committee Le Trung Chinh signed and issued an official dispatch on the implementation of tasks to prepare for the process of merging provinces and organizing a two-level local government model.

The Chairman of the People's Committee of Da Nang City requested the Department of Home Affairs to urgently coordinate with the Department of Home Affairs of Quang Nam Province to advise on a plan to organize a trial operation of the People's Committees of wards and communes of the new Da Nang City.

Specifically, select 6 wards and communes of Da Nang city and Quang Nam province to organize trial operations (expected in 3 days: June 21, 22 and 23, 2025).

At the same time, the City Department of Home Affairs shall develop working regulations for the People's Committees of wards and communes, submit them to the City People's Committee for guidance before June 20, 2025; advise and propose the number of departments under the Departments after the arrangement and the model of public service units under the commune level, under the Departments and under the City People's Committee; coordinate with departments and branches to prepare drafts on organizational structure and personnel work, submit them to competent authorities for approval.

The Department of Finance urgently guides units and localities on the handover of finances and unfinished construction investment projects for implementation in accordance with regulations. Agree with relevant agencies and units to submit to the Chairman of the City People's Committee on the handover of offices on June 12, 2025 so that units can immediately carry out repairs and promptly start working at the new headquarters, from July 1, 2025.

The Department of Justice coordinates with the Legal Committee of the City People's Council and related units to agree with the Department of Justice of Quang Nam province to advise the People's Committee of Da Nang city after the merger to submit to the City People's Council for approval at the nearest session on the results of the review and proposal to handle the Resolutions of the two localities due to the arrangement of administrative units and the organization of two-level local government.

The Department of Science and Technology reviews and inspects information connections and coordinates and supports the Department of Home Affairs regarding transmission lines to organize online conferences serving the 2-level local government model.

Departments and branches agree with the corresponding departments and branches of the People's Committee of Quang Nam province to advise the People's Committee of the city after merging the directive and management documents according to the sectors and fields in charge.

Previously, Chairman of the People's Committee of Da Nang City Le Trung Chinh also signed a decision to establish a Standing Team to receive, guide, and answer questions related to the arrangement of administrative units at all levels and the construction of a two-level local government organization model.
