Hanoi proposes to issue operating cards for motorbike taxis in the area

The Hanoi People's Committee is seeking public opinions on the draft Decision on the use of motorbikes, scooters, and rudimentary vehicles for passenger and cargo transportation in the area.

According to the draft, drivers of the above vehicles to transport passengers (commonly known as motorbike taxis) or goods must register with the People's Committee of the ward, commune, or town to confirm the stamp on the Transport Activity Card. This card is printed by the organization or individual according to the form.

The draft stipulates that motorbike taxi drivers or freight transporters must carry the following documents when operating: Vehicle registration certificate; Driver's license (if driving a two-wheeled motorbike); Valid civil liability insurance certificate of the motor vehicle owner; Valid identity card or citizen identification card; Transport operation card in accordance with regulations.

For the People's Committees of communes, wards and towns, in addition to stamping the confirmation of operation cards and making a list of transport units and vehicle drivers, this agency is also assigned to arrange pick-up and drop-off locations for motorbike taxis and loading and unloading of goods for motorbikes and rudimentary vehicles participating in business.

Hanoi City encourages individuals participating in passenger and cargo transportation by motorbike, scooter, and rudimentary vehicles to participate and establish organizations (cooperatives, professional associations) to help and support each other during their operations.

The regulation is expected to be considered for promulgation in 2024 and take effect immediately upon signing.
