The draft is expected to be implemented from the 2025-2026 school year for preschool children and primary and secondary school students attending public preschool and primary and secondary education institutions; and students studying at vocational and continuing education institutions following the general education program in Hanoi.
This will also apply to public preschools, primary and secondary schools; and vocational and continuing education institutions in the capital, excluding high-quality public educational institutions.
Hanoi plans to charge 12,000 VND per hour for after-school childcare.
Compared to current regulations, the new draft will include after-hours student care services, including childcare before and after regular school hours (without charging for meals).
Specifically, Hanoi plans to allow primary and secondary schools to provide after-hours childcare for children and students (including before and after regular school hours) with a maximum fee of 12,000 VND per 60 minutes.
Other fees remain at their maximum levels, including: VND 235,000/month for after-school care; VND 133,000/month for equipment serving after-school care; VND 16,000/month for drinking water; and VND 10,000/km for student transportation services.
A new point in the draft resolution from Hanoi will be the removal of two services: two-session-per-day schooling at the lower secondary level and extracurricular educational activities and tutoring in cultural subjects.
The reason is that from the 2025-2026 school year, schools are not allowed to collect fees for extra classes according to Circular 29 of the Ministry of Education and Training .
At the same time, junior and senior high schools with adequate facilities must organize classes for two sessions per day in accordance with Government Directive 17.
The only remaining service in the extracurricular group is life skills education, directly implemented by the school, with an expected fee of 15,000 VND per hour.
The fees charged by schools must be agreed upon by parents.

"Based on the ceiling set in the resolution, educational institutions shall develop cost estimates to determine the specific fees, which must be agreed upon in writing with parents on a voluntary basis."
"There must be agreement between the school's management board and the superior management agency (People's Committee of the ward/commune or Department of Education and Training according to the management decentralization) before issuance, ensuring that it does not exceed the prescribed ceiling" - the draft resolution clearly states.
Furthermore, according to the draft, educational institutions are responsible for collecting service fees to support educational and training activities, managing and using them in accordance with regulations, and issuing receipts to students as prescribed.
At the same time, appropriate exemptions and reductions should be implemented for students from disadvantaged backgrounds or those eligible for preferential policies.
In the case of online learning, public preschools and primary and secondary schools shall not implement the fees stipulated in this resolution.
