
Accordingly, Hanoi will proactively deal with most types of natural disasters that are likely to occur in the capital such as storms, tropical depressions, heavy rains, floods, inundation, forest floods, thunderstorms, severe cold, heat, natural forest fires... Some types have been identified as reaching high risk levels, typically storm No. 3 ( Yagi ) in 2024 causing historic floods on many rivers, heavy rain of more than 600 mm in several days and heavy damage to people and property.
The plan clearly defines the risk levels and response scenarios. For storms and tropical depressions, the levels are from level 3 to level 5; for heavy rain, the levels are from level 1 to level 4; for floods, the levels are from level 1 to level 5.
Based on each situation, the city requires departments, branches, communes and wards to develop detailed plans, prepare forces, means, materials and evacuation plans.
Statistics for the period 2020-2024 show that natural disasters in Hanoi are becoming increasingly complex and severe. To minimize risks, the 2025 plan proposes key groups of solutions: Improving forecasting and early warning capacity, especially the monitoring system, monitoring rain, floods, and reservoir operations; ensuring smooth communication, applying digital technology to quickly and accurately transmit information to people; preparing forces and means to be ready for rescue according to the "4 on-site" motto; propagating and training prevention skills for the community, especially in areas that are frequently flooded, along rivers, and areas at risk of landslides and forest floods.
The Decision takes effect from August 13, 2025, replacing Decision No. 2932/QD-UBND dated June 13, 2025, assigning relevant units to urgently implement, in conjunction with the socio-economic development plan and ensuring national defense and security.
