Regarding solutions to implement Directive No. 20/CT-TTg of the Prime Minister on a number of urgent and drastic tasks to prevent and resolve environmental pollution, including not allowing gasoline-powered motorbikes to circulate in the Ring Road 1 area of Hanoi , Mr. Nguyen Manh Quyen, Vice Chairman of the Hanoi People's Committee, said that the Hanoi People's Committee will soon submit to the Hanoi People's Council resolutions to support people in switching to green vehicles.

At the same time, the Hanoi People's Committee proposed that the Ministry of Construction soon issue a Circular regulating signs to identify motor vehicles using clean energy, green energy, and environmentally friendly energy according to Clause 6, Article 34 of the Law on Road Traffic Order and Safety 2024; coordinate with relevant ministries and branches to issue and apply regulations on standards and emission standards for imported, manufactured, assembled and circulating road motor vehicles; promote green transport conversion activities, use electricity, zero emissions; use clean, environmentally friendly fuels; encourage the use of public transport.

Meanwhile, Deputy Director of the Hanoi Department of Construction Dao Viet Long said that, implementing the Government's direction, Hanoi has a project to convert green means of transport for public passenger transport by bus, striving to complete 100% of the conversion by 2030. Regarding taxis, the city has converted 47.3% of electric and clean vehicles to green, meeting the requirements. To implement Directive No. 20/CT-TTg, the city identified this as a very urgent task, so the Department of Construction is consulting on the development of 2 draft Resolutions to submit to the Hanoi People's Council for approval at the September 2025 session, including: policies to support people in converting vehicles, in cash, fees, charges, support from businesses, manufacturers and assemblers of green vehicles.
