Cutting many procedures when implementing social housing projects in Ho Chi Minh City

On October 7, the Ministry of Construction's supervision delegation led by Deputy Minister of Construction Nguyen Van Sinh inspected five social housing projects in Ho Chi Minh City and worked with the city on this issue.

Many problems need to be solved

The monitoring team visited the Ly Thuong Kiet social housing project in Dien Hong ward with a scale of 1,254 apartments; the housing project for the police force on Nguyen Van Qua street, Dong Hung Thuan ward with a scale of 776 apartments; the land plot in the 38-hectare resettlement area of ​​Dong Hung Thuan, which is expected to call for investment in the Dong Hung Thuan project; the Dong Hung Thuan project - Phu My C2 apartment building, Binh Duong ward with a scale of 561 apartments; the social housing project in the K-Home New City urban area, Binh Duong ward with a scale of 1,376 townhouses; and the social housing apartment building with 1,654 apartments.

At the supervision session, the supervision team listened to the difficulties and problems of the investor when implementing the project.

Specifically, the housing project for Ho Chi Minh City Police officers, located at 20/2 Nguyen Van Qua Street, Dong Hung Thuan Ward, with Phu Cuong Investment Joint Stock Company as the investor, has a scale of 19 floors with 776 apartments. The project is currently under construction to the 6th floor. The project investor proposed to be exempted from land use fees and to adjust the contents of the project investment approval decision, including: project name, investment objectives, investment form, scale of housing quantity, product consumption plan, total project investment.

For the social housing project in the 38-hectare resettlement area of ​​Dong Hung Thuan Ward, the Department of Construction of Ho Chi Minh City proposed the Department of Finance to guide Saigon Real Estate Corporation - LLC on the procedures for terminating the investment project; advise the People's Committee of Ho Chi Minh City on terminating the above investment project. At the same time, the People's Committees of wards in District 12 (formerly) and relevant agencies have opinions on the current resettlement needs and orientation for the period 2026-2030, as a basis for assessing the resettlement target or adjusting the target to social housing. In addition, the People's Committee of Dong Hung Thuan Ward needs to organize a review and adjust the 1/2000 scale zoning plan to submit to the Department of Construction for appraisal and the People's Committee of Ho Chi Minh City for approval to speed up the project implementation progress.

Regarding the social housing project in K-Home New City Urban Area (Binh Duong Ward) with a scale of 1,376 townhouses and 1,654 social housing apartments invested by Kim Oanh Group, according to Ms. Dang Thi Kim Oanh, Chairwoman of the Board of Directors and General Director of Kim Oanh Real Estate Group Joint Stock Company, although the project is almost completed, the bank has just disbursed a loan of 200 billion VND at commercial interest rates.

“We will hand over the houses from this month until the first quarter of next year, but so far customers have not been able to borrow any money to buy social housing. We hope that the authorities will soon support customers to access loans to buy houses, to repay the capital to the investor,” Ms. Kim Oanh proposed.

After surveying social housing projects, the Supervisory Delegation had a working session at the Ho Chi Minh City People's Committee.

At the meeting, Mr. Pham Dang Ho, Head of Urban Development Department, Ho Chi Minh City Department of Construction informed that by 2030, Ho Chi Minh City aims to develop 199,400 social housing units. Specifically, from 2021 to 2024, Ho Chi Minh City has completed 5,103 units (28.13%); in 2025, 13,040 units (71.8%); in the period of 2026 to 2030, 181,257 units will be completed. To achieve the set target, Ho Chi Minh City has reduced and simplified administrative procedures related to production and business activities under the management of the Ministry of Construction.

Accordingly, the procedure for appraising the construction investment feasibility study report/adjusted construction investment feasibility study report will be reduced from 35 days to 25 days (for group A projects). With the procedure for appraising the construction design implemented after the basic design/appraising the construction design implemented after the adjusted basic design, the requirement to carry out the appraisal procedure at the specialized construction agency for level III civil works will be reduced...

Need to be public and transparent when buying and selling houses

Deputy Minister of Construction Nguyen Van Sinh commented: “After supervising social housing projects, I am very excited to see the determination of investors to implement the projects. I acknowledge the attention of local authorities in supporting investors to implement the projects.”

According to Deputy Minister of Construction Nguyen Van Sinh, the target for social housing development that Ho Chi Minh City has set is very large. This requires Ho Chi Minh City to have solutions to encourage investors to speed up progress.

The Deputy Minister of Construction suggested that in the coming time, Ho Chi Minh City needs to assign and strengthen inspection work to urge investors to speed up progress. In addition, for projects facing difficulties and obstacles, it should direct to resolve them. At the same time, Ho Chi Minh City needs to comprehensively review social housing development programs and adjust planning, in which it is necessary to fully determine housing development locations according to the actual needs of the people and speed up approval of investment policies for projects.

“Currently, Ho Chi Minh City has a social housing project that is being completed and will be put into use. Relevant agencies need to direct the purchase and sale of social housing to be transparent and ensure the right subjects, avoiding profiteering. The selling price of social housing must be controlled according to the general level to ensure that people in need of housing can access social housing,” Deputy Minister of Construction Nguyen Van Sinh suggested.

Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong: More land fund to build social housing

The previous master plan of the city also clearly identified a land fund of 1,400 hectares for implementing social housing projects. After the merger, Ho Chi Minh City will have more land fund for social housing in the coming time. The city will clarify some contents on legal land use rights, consider the appropriate land use plan, land use planning, then the number of social housing projects can be increased.
