On the afternoon of September 24, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai chaired a meeting of the Standing Committee of the City Party Committee to listen to reports and give opinions on activities to celebrate the 70th anniversary of the Liberation Day of the Capital (October 10, 1954 - October 10, 2024).

At the conference, the Standing Committee of the City Party Committee listened to Vice Chairman of the Hanoi People's Committee Vu Thu Ha, on behalf of the Party Committee of the City People's Committee, report on the implementation and preparation of commemorative activities, especially the proposal to adjust the events appropriately in the context that the whole country is focusing on supporting people suffering from damage caused by storms and floods.
On that basis, the conference discussed and considered each issue in detail, giving specific opinions on the proposals of the Party Committee of the City People's Committee; in which, opinions were highly unanimous on adjusting the scope of activities, many opinions suggested stopping fireworks display activities.
Appreciating the proactiveness in preparing for the 70th anniversary of the Liberation of the Capital by Hanoi agencies, Deputy Head of the Central Propaganda Department Dinh Thi Mai said that Hanoi's consideration of adjusting the celebration activities while focusing on supporting people affected by storms and floods is very timely and necessary.
Concluding the conference, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai highly agreed on adjusting activities to celebrate the 70th anniversary of the Capital Liberation Day. This is an action stemming from the solidarity of the people, demonstrating the responsibility of the Capital and the spirit of "Hanoi for the whole country, with the whole country".

In that spirit, the Standing Committee of the City Party Committee unanimously agreed to stop fireworks displays in all 30 districts, towns and cities on the occasion of the 70th anniversary of the Capital Liberation Day. Cultural and artistic events continue to be organized as planned.
The Standing Committee of the City Party Committee assigned the Party Committee of the City People's Committee to direct the consideration and adjustment of the specific scope of each event to ensure practical significance, especially in the spirit of innovation, strongly oriented towards the people, promoting the participation, response and enjoyment of the people.
Through the commemorative activities, the Standing Committee of the City Party Committee requested to promote propaganda and education on the thousand-year tradition of civilization, heroism, peace and friendship of the Capital; enhance the promotion of the image of the Capital and the country, contributing to promoting the development of cultural and tourism industries; strongly inspire, arouse pride and aspiration to build the Capital increasingly "Cultured - Civilized - Modern".

Previously, the Hanoi Capital Command proposed that the Hanoi People's Committee only organize fireworks displays at 1 location and 2 locations in Hoan Kiem district, from 9:30 p.m. to 9:45 p.m. on October 10, 2024.
In the proposal document, the Hanoi Capital Command said that in order to focus on overcoming the consequences caused by Typhoon Yagi and join hands to support people in areas that suffered serious damage to people and property, it proposed that the Hanoi People's Committee only organize fireworks displays at 1 location and 2 locations in Hoan Kiem district, from 9:30 p.m. to 9:45 p.m. on October 10, 2024.
The Capital Command proposed not to organize fireworks displays in the remaining 29 districts, towns and cities of Hanoi as planned.
