Lack of parking spots causes many consequences
Participating in the explanation session of the Standing Committee of the Hanoi People's Council on the results of resolving voters' petitions, on the afternoon of June 14, Head of the Urban Committee of the City People's Council Dam Van Huan said that voters in Dong Da district reported that currently in Hanoi city in general and Lang Ha ward in particular, there are many old collective houses, most of which were built over 30 years ago, so they are not designed with parking spaces.
Due to the high demand for parking, collective yards, playgrounds, and sidewalks can become parking spaces for residents in collective housing areas. The lack of parking spaces has led to many consequences and conflicts. It is recommended that the city study, resolve difficulties, and issue documents, regulations, and guidelines for local authorities, both to serve state management and to meet people's needs.
Vice Chairman of the Hanoi People's Committee Duong Duc Tuan said that in the coming time, Hanoi will promote static traffic planning, including underground spaces; proactively decentralize planning implementation to districts... After the explanation session, the Hanoi People's Committee will strengthen direction, urge, and inspect units to ensure timely responses; remind and consider personal responsibility for not promptly resolving voters' recommendations...
Voters in Hoan Kiem district reflected on some issues regarding traffic organization and research and consideration of licensing car parking spots on some streets with wide roads (such as Le Thanh Tong, Tran Hung Dao, Ly Thuong Kiet) to meet people's needs.
Currently, the city's land area for static traffic and public parking lots and points only meets about 8-10% of the parking demand of the total number of existing vehicles, the remaining 90% of the demand is being parked in vacant lots, interspersed land, land for slow-to-implement projects, public areas such as roads, sidewalks, parking lots in hospitals, schools, parks; commercial centers; apartment buildings, headquarters of agencies, units and at private homes...
Reflecting from the grassroots, Chairman of Cau Giay District People's Committee Bui Tuan Anh said that the district is seriously lacking in car parking spaces. The district plans to have a static parking lot, but the current traffic infrastructure cannot meet the demand. Currently, there are about 60,000 cars registered in Cau Giay District, while the number of cars parked on the sidewalk only meets 5%, the rest are mainly parked in apartment basements. The Chairman of Cau Giay District People's Committee also proposed that the City allow and study the construction of a multi-storey parking lot to solve this problem.
Hanoi has only invested in 72/1,620 parking lots.
Responding to recommendations regarding the shortage of car parking lots in Hanoi, Director of the Department of Transport Nguyen Phi Thuong said that according to the static traffic planning, Hanoi has 1,620 parking lots, of which 72 have been invested in and put into operation, while the remaining 61 are in the process of investment preparation and still have many problems.
Hanoi currently has about 8 million motorbikes and nearly 1.5 million cars. The growth rate of personal vehicles in the city is 4.5% per year. Meanwhile, the planning for static traffic must reach 3-4%, but Hanoi has not yet reached 1%; the ratio of land area for traffic to urban construction land area in Hanoi is only 12.13%, which is only half of the Government's decision on Hanoi's transport planning (the planning target is 20-26% for central urban areas)...
Therefore, the demand for parking is currently seriously lacking, leading to haphazard parking in vacant lots, even on the road and on the sidewalk. While 1,620 parking lots have been planned, there are also many planning difficulties because some parking lots are residential land, office land and located in areas where it is very difficult to clear the land.
Faced with this situation, the Department of Transport has asked for opinions and reported to the City People's Committee that after approving the two Capital Planning Plans, the transport sector will be allowed to review and adjust the zoning plan, including paying attention to the component plans: underground traffic zoning plan, static traffic parking lot plan. From there, it will be possible to standardize investment regulations and policies to attract investors.
Currently, the City People's Committee has assigned the Department of Planning and Investment to review all investor projects related to parking lots; review and clearly determine which ones should be done and which ones should not be done.
The Department of Transport has sent a document to districts with high demand for parking lots to clearly state in the planning that if there are areas with urgent current requirements, public investment budget must be allocated; clearly stipulate where parking lots are invested, construction permits will not be granted and how many kilometers away...
“Hanoi has delegated the management of parking lots to districts. Districts also review their areas for unimplemented projects to report to city leaders,” emphasized Nguyen Phi Thuong, Director of the Department of Transport.
Regarding this issue, Director of the Department of Planning and Investment Le Anh Quan said that this used to be a very "hot" field, but now fewer investors are interested in investing in parking lots due to land use prices and parking and service fees.
The Department of Planning & Investment has worked with the Department of Transport to resolve this issue. In the coming time, based on relevant policies, the Department of Planning & Investment will have a solution with a policy mechanism to attract foreign investors...
