Hanoi approves the Olympic Sports Urban Area master plan covering over 16,000 hectares.

The Hanoi People's Council approved the 1/2000 scale Olympic Sports Urban Area Planning, covering over 16,000 hectares, aiming to create a modern sports urban complex and lay the foundation for the capital city to host major international sporting events.

On the morning of December 14th, continuing the program of the 29th session of the Hanoi City People's Council, the delegates voted to approve the Resolution on the approval of the Olympic Sports Urban Area Planning, at a scale of 1/2000.

According to the proposal, the Olympic Sports Urban Area Planning, at a scale of 1/2000, covers 12 communes and wards: Thanh Liet, Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Binh Minh, Tam Hung, Thanh Oai, and Dan Hoa. The total land area is approximately 16,081 hectares, divided into four sub-areas (A, B, C, D) as part of the overall Olympic Sports Urban Area Planning (Southern Sports Urban Area of ​​the Central City).

Permanent Vice Chairman of the Hanoi People's Committee Duong Duc Tuan presented the proposal at the session on December 14th.

Specifically, the Olympic Sports Urban Area Planning - Zone A (located in Thanh Liet ward and the communes of Dai Thanh, Ngoc Hoi, Tam Hung, Thuong Tin, and Binh Minh) covers an area of ​​approximately 3,280 hectares and is projected to have a population of 310,000 people. This is a new urban development area based on the TOD (Transit-Oriented Development) model. A distinctive feature of Zone A is its role as a transportation hub connecting and supporting the sports complex located in Zone B.

The Olympic Sports Urban Area - Zone B (covering the communes of Thuong Tin, Tam Hung, Thuong Phuc, and Dan Hoa) covers an area of ​​approximately 4,560 hectares and is projected to have a population of around 285,000 people. This area is a key zone for the development of a sports city and service city, closely linked to the Olympic Sports Complex (an international-standard stadium).

The Olympic Sports Urban Area Planning - Zone C (Ngoc Hoi, Nam Phu, Hong Van, Chuong Duong, Thuong Phuc, and Thuong Tin communes) covers an area of ​​approximately 4,498 hectares, with a population of 280,000 people. Zone C is oriented towards development as a sports and service urban area to connect with and support the Olympic Sports Complex (an international-standard stadium).

The Olympic Sports Urban Area Planning - Zone D (covering Thanh Oai, Tam Hung, and Dan Hoa communes) covers an area of ​​approximately 3,743 hectares and has a projected population of 275,000 people. Zone D is oriented towards developing a sports and service urban area connected to the sports complex…

In the verification report, the Head of the Culture and Social Affairs Committee of the Hanoi City People's Council, Nguyen Thanh Binh, emphasized that there is basic agreement with the principle of approving the urban zoning plan as a basis for implementing the Olympic Sports Urban Area construction investment project.

According to assessments, the project is strategically significant in forming a modern, integrated sports urban complex, creating a foundation for Hanoi to be able to host major regional and world sporting events such as the Asian Games and the Olympic Games.

However, further assessment is needed regarding the necessity of planning an Olympic sports urban area here, given that the Ministry of Public Security has already implemented the construction of a stadium at the PVF youth football training center (with an area of ​​55,000 m2 and 60,000 seats, which will have the largest capacity in Vietnam upon completion) as part of the sports and service complex in Hung Yen province (the project was recently started on October 19, 2025).

The Hanoi People's Council emphasized the requirement that land use planning must ensure synchronous connection with neighboring areas, comply with and concretize the Capital City Master Plan, and be consistent with the current land use status and the management model after the reorganization of the two-tiered local government. The plan needs to have solutions that harmonize the development of new urban areas with the preservation and connection of existing residential areas and villages.

Regarding the community consultation mechanism, emphasis should be placed on preserving heritage and connecting the cultural spaces of Thang Long - Hoa Lu; community opinions should be gathered in accordance with legal regulations. At the same time, a comprehensive assessment of social impacts is needed, especially on households in the research area, to develop a comprehensive policy on land clearance, resettlement, job retraining, and ensuring sustainable livelihoods; with particular attention paid to allocating social housing and resettlement areas with good living conditions.

The Hanoi City People's Council also requested updating international standards, especially IOC standards, supplementing environmental risk assessments, flood risk assessments due to climate change, improving technical and transportation infrastructure, and clarifying the implementation roadmap and resources to ensure the feasibility and sustainability of the planning project.
