Hanoi clarifies the impact of the fire on the structure of Vinh Tuy bridge

Departments, professional departments, leading bridge experts and scientists, and inspection consultants have come to the site to inspect and evaluate the structure of the project.

On September 1, regarding the fire under Vinh Tuy bridge, the Hanoi Department of Construction said that the departments and professional offices under the department and related units, as well as leading experts and scientists on bridges, and the inspection consulting unit (Transportation Construction and Investment Consulting Joint Stock Company) had come to the scene to inspect and evaluate the structure of the project.

Specifically, the inspection showed that the concrete protecting the bottom of the N1 beam was broken, exposing the horizontal stirrups and some longitudinal reinforcement bars. The gel tube protecting the prestressed steel was not exposed and no damage was detected. The concrete protecting the bottom of the N2 beam was broken, exposing part of the horizontal stirrups. The longitudinal reinforcement and gel tube protecting the prestressed steel were not exposed and no damage was detected.

Protective concrete peeled off, some local locations exposed steel reinforcement at pier T2. Abutment M1 and the support on pier M1 showed no signs of heat damage. A short circuit in the lighting cabinet T2A caused a power outage to 54 lighting poles on Vinh Tuy bridge from Long Bien to the inner city.

The survey results at 3:00 p.m. on August 31 did not detect any abnormal developments in the overall displacement and deformation of the structure after the fire.

The inspection consultant conducted a test of the Ramp bridge branch under the effect of load diagrams corresponding to about 50% of the design load (corresponding to vehicles under 18 tons passing the bridge) to measure the deflection due to static load; the deformation at the beams due to load. The conclusion is that the structure and materials (concrete, prestressed steel) of the beam work within the elastic limit.

According to the Hanoi Department of Construction, to ensure traffic safety and structural safety, the Ramp CV1C branch will be adjusted in traffic organization and operated with a load capacity of less than 18 tons.

To determine in detail the extent of damage and the bearing capacity of the structure for the design load of the HL93 project, the Department of Construction continues to conduct inspections of damaged bridge items to have a basis for proposing renovation and repair solutions to ensure the exploitation capacity of the project according to the original design parameters.

At the same time, the Hanoi Department of Construction advised the Hanoi People's Committee to review all bridges with vehicle parking facilities under the bridges to strengthen management to avoid similar incidents.

Previously, at 1:00 p.m. on August 30, a fire broke out under the Ramp CV1C branch bridge from Vinh Tuy to Nguyen Khoi embankment from pillar T4 to pier M1 (on the southern bank of the Red River). This location is managed and operated by Hanoi Parking Lot Exploitation One Member Co., Ltd., which is assigned by the city to serve vehicle parking.

Immediately after the fire broke out, the parking attendant tried to use fire extinguishers to put out the fire and reported it to the fire police. By 1:45 p.m., the fire was extinguished. Approximately 500 motorbikes were burned.

Currently, Hanoi City Police are blocking off the scene to conduct an inspection and determine the cause of the fire.
