According to the plan, rat extermination is considered a regular task, implemented at the right time before and after each production season, when the rats have not yet entered the breeding season. The goal is that after concentrated rat extermination campaigns, the area of damaged crops will be reduced to less than 25% compared to before the campaign. The total number of rats exterminated each year is estimated at more than 5 million.

In the period 2026 - 2030, about 500 training courses will be held in communes and wards with agricultural production to help students understand the characteristics, harmful effects of rats and safe and effective prevention measures. Each year, the City develops 5 - 10 propaganda topics in newspapers and television, and at the same time organizes conferences to launch and summarize each concentrated rat extermination campaign.
Hanoi plans to organize 3-5 rat extermination campaigns each year using approved drugs, prioritizing products that are less toxic to humans, livestock, and the environment. Spring crop will have 1-2 campaigns, including the time of water collection and after planting; summer crop will have 1 campaign after planting; winter crop will have 1 similar campaign.
The city provides rat poison for the entire planting area, including residential areas, ditch banks, interstitial areas or land converted for production. In addition to concentrated campaigns, localities still maintain regular rat extermination measures depending on the level of damage, prioritizing manual methods to ensure safety.
The City People's Committee assigned the Department of Agriculture and Environment to be the focal point for guiding, inspecting and supervising the implementation of the plan, and at the same time managing the budget for the right purposes and the right subjects. The Department is also responsible for reviewing and proposing policy adjustments when necessary, ensuring that rat extermination measures are implemented safely, without affecting human health, livestock and the environment.
The People's Committees of communes and wards must proactively allocate funds according to their authority, develop specific plans and coordinate with cooperatives and production teams to carry out rat extermination economically and effectively. Localities must also strengthen communication, inspection and supervision to ensure that rat prevention and control work is implemented synchronously, contributing to protecting agricultural production and public health throughout the area.
