Hanoi and many other localities ban summer tutoring

The Hanoi Department of Education and Training yesterday requested that general schools not organize extra classes or tutoring in any form during the summer vacation. The Department does not allow schools to teach the curriculum in advance or organize review, exam preparation, tests, or surveys to arrange classes for the 2022-2023 school year.

According to the announcement of the Department, school principals and directors of vocational education and continuing education centers are responsible for planning cultural review and knowledge enrichment for students with poor academic performance. Schools need to arrange reasonable time to organize exams and consider promotion for students who need to retake the exam and students who need to practice during the summer.

"For preschool level, based on actual conditions and the needs of parents to send their children, the voluntary spirit of teachers registering to work during the summer, a plan to organize summer activities will be developed, reported to the People's Committee of the commune, ward, or town (for groups of children, independent kindergarten classes) and the Department of Education and Training. Preschool education facilities implement the collection and expenditure regime in the spirit of agreement with the children's parents and with the consent of management levels," the official dispatch of the Hanoi Department of Education and Training stated.

This unit also requires the Department of Education and Training to direct and supervise preschools in implementing management and organizing care and education activities during the summer, to ensure the physical and mental safety of children at all times and in all places.

The Hai Phong Department of Education and Training requires schools and educational institutions to strictly prohibit summer school from June 1 to August 31 at all levels. Primary, secondary and high schools are not allowed to organize summer school and do not offer extra classes in any form.

The Department also requires schools and educational institutions not to teach 5-year-old preschool children in advance before entering grade 1.

The school year return date for students in the new school year 2023 - 2024 will be implemented in accordance with the school year time frame prescribed by the Ministry of Education and Training.

With the theme "For a safe and healthy life for children in the digital age", the Department of Education and Training of Hai Phong encourages schools to organize cultural and sports activities, talent clubs such as martial arts, singing and dancing... At the same time, strengthen education on skills to prevent accidents, injuries, drowning, violence, child abuse... for students. The Department recommends that schools organize summer activities to ensure safety, economy and efficiency.

To have a proper summer vacation, the Department of Education and Training of Bac Giang province has directed schools to absolutely not organize extra teaching or learning in any form both inside and outside of school, except for 9th and 12th grade students reviewing for graduation exams.

The Department also requires schools not to teach the curriculum in advance. Cultural teaching, vocational training, review and tutoring activities for students can only be carried out after the first day of school in the 2023-2024 school year. As for preschools, schools are allowed to organize summer activities based on parents' need to send their children and submit summer school applications.

Bac Giang also requested that primary and secondary schools assign teachers to be in charge of and manage students according to their residential areas. At the same time, coordinate to effectively organize the handover and reception of students for summer activities in the locality. Set up a hotline number to receive information and handle unusual situations; notify the hotline number, local emergency and rescue phone number, and the national child protection hotline number 111 (free of charge) to students and their parents.

Ms. Le Thi Huong, Director of the Department of Education and Training of Quang Tri, said that after a school year, parents should let their children have a summer vacation, participate in sports, entertainment, life skills activities, etc. The locality did not issue a document prohibiting summer schooling, but had previously integrated and promoted educational institutions not to teach ahead of schedule.
