Permanent Vice Chairman of Hanoi People's Committee Le Hong Son signed and issued Decision No. 3134/QD-UBND dated June 23, 2025 on ranking historical-cultural relics and scenic spots in Hanoi with 3 relics including Dong Gia Pagoda (Thien Phuc Thien Tu) - Lai Yen commune; Vuon Chuoi archaeological site - Kim Chung commune, Hoai Duc district; Ung Thien Palace - Van Dinh town, Ung Hoa district.

Among the three relics ranked this time, the Vuon Chuoi archaeological site has quite special value.

It can be said that Vuon Chuoi is an ancient Vietnamese village that was exploited and dominated by people of the Bronze Age for over 2,000 years, developing continuously from the late Phung Nguyen-early Dong Dau period to Dong Son and post-Dong Son.

The research results from here have contributed to providing full historical evidence of the very early human presence in Hanoi.

The relic protection area is determined according to the minutes and maps of the relic protection areas in the scientific dossier proposing the relic ranking.

After the relic is ranked, the People's Committees of Hoai Duc and Ung Hoa districts are responsible for publicizing the protected area of the relic, preparing records for placing boundary markers, and placing boundary markers in the field according to their authority and regulations.

The People's Committee of the commune or town where the relic is located shall issue a decision to establish a relic management board; organize the management of the relic's premises and space, all artifacts belonging to the relic, activities to protect and promote the value of the relic, and use the relic's revenue according to the provisions of Decision No. 48/2016/QD-UBND dated November 17, 2016 and Decision No. 31/2021/QD-UBND dated December 29, 2021 of the Hanoi People's Committee on promulgating regulations, amending and supplementing a number of articles of the regulations on management, protection and promotion of the value of historical-cultural relics and scenic spots in Hanoi.

The city strictly prohibits all activities related to construction and exploitation in the classified relic area and demarcated protection areas; in special cases where land use or construction at relics is required, permission from the Hanoi People's Committee is required.

The City People's Committee assigns the Department of Culture and Sports , the People's Committee of Hoai Duc district, the People's Committee of Ung Hoa district and the People's Committees of communes and towns where there are relics ranked in Article 1 of this Decision, within the scope of their tasks and powers, to carry out state management of relics according to their authority and regulations of the law on cultural heritage./.
